Local referendum - Institute of local referendum in the Czech Republic and Slovenia

This thesis deals with the essential aspects of the local referendum as a widely used complement of representative democracy and with the particular forms it appears in the Czech and Slovenian legal orders. The main objectives of this thesis are following: describing Czech and Slovenian legal regulations concerning the local referendum in detail, exploring certain areas of its practical use and finally concluding whether there is any significant difference in the way these two countries, that share similar experience historically and of the recent years too, approach direct democracy and the institute of the local referendum in particular. The body of the thesis is made up of nine chapters. In the first chapter Introduction I clarify what led me to focus on the respective issues. The second chapter Idea of Direct Democracy tackles the origins and the essence of direct democracy, its potential to be used in the modern world and also briefly describes those institutes of direct democracy that are used in the Czech and Slovenian practice. The third chapter Referendum in general classifies individual types of referendums. Municipal budgets in Czech Republic – econometric panel data analysis

This paper analyses a panel data of 198 Czech municipalities for the period 2003-2015. The aim is to define determinants of municipalities' tax revenue budgeting errors using static panel data models with fixed and random effect. Czech municipalities have a tendency to underestimate both total and tax revenues. On average, budgeted tax revenues are about 7 % lower than collected revenues during the period under examination. Such action could entail less transparency in budgeting process. Results indicate that structure of tax revenues also plays a role in explaining forecast errors. Further, the analysis shows the impact of electoral cycle and macroeconomic variables on budget deviations.
Financial management of the municipality Červený Újezd

The bachelor's thesis deals with financial management of the municipality Červený Újezd. The aim of this thesis is to find out if the municipality of Červený Újezd managed from 2006 to 2015 with surplus, deficit or balanced budgets. Municipal budgets were analyzed to achieve the aim. It was found that the municipality managed with a surplus of 21 301 076 Kč during ten years. It was stated that the municipality managed efficiently.
Red Prague: Causes of High Electoral Success Rate of CPC between Two Wars

The aim of this diploma thesis is analysis of roots KPC's successes in elections among Prague voters during interwar period. In the centre of the interest is readiness of historical actors for political activism, active participation in demonstrations and the reasons of less evident support, which was manifested through preferences of voters. By methods of social and cultural history this work reconstructs social nets of participants, supporters, activists and voters of KPC during interwar period with special attention on cause of shift individuals toward communist movement. The complex built from ideological discourse and social representations of power of working class, which was transmitted through organizational structures of party, was created with intention to make working class with strong political consciousness - in the other words, with purpose to create group of convinced communists. To catch the process of construction of communist movement members mentality in point of intersection with activity of communist organisations focused to improve of poor lives of Prague periphery inhabitants can offer new point of view on specific position of communist movement in interwar Czechoslovak society. Local referendum in the CR - the law, its application in practice and ideas de lege ferenda

The thesis examines local referendums, a form of direct democracy that is used the most in the Czech Republic. Nowadays, it is a standard part of municipal politics. The goal of the paper is to provide a complex analysis of the legislation, based primarily on relevant case- law, and to provide proposals for its amendment. The thesis is composed of an introduction, ten chapters and a conclusion. The order of the paper largely follows the composition of the Act on Local Referendum. Chapter One describes direct democracy and its forms. Chapter Two examines the relevant constitutional and international legislation. Chapter Three describes the scope of topics that may be subjects of local referendums in general and also looks at the most frequent ones. Chapter Four concerns itself with voters and the preparative committee - a body that puts forward the proposal to hold a local referendum - and examines its assembling and operation. Chapters Five and Six explore the committee's proposal and its review procedure conducted by municipal authorities and also by municipal councils that render the final decision to hold a local referendum. Resüme Titel: Die Zuständigkeit der Gemeinden Das Hauptziel dieser Diplomarbeit besteht darin, die Zuständigkeit der Gemeinden in der Tschechischen Republik zu beschreiben. Die heutige gesetzliche Regelung schließt sich seit 1990 wieder an die ehemals Ősterreichisch-Deutsche kommunale Tradition des gemischten Vollzugs der öffentlichen Verwaltung an. Nach einer nötigen kontextuellen Einführung (in der Form der Abgrenzung des Begriffes der "Zuständigkeit" und in der Form eines kurzen historischen Exkurses des Verlaufs der gesetzlichen Regelung bis zum Jahr 1990), folgt das Kapitel über den übertragenen Wirkungskreis der Gemeinden. Das Ziel dieses Kapitels ist die Verankerung dieser Zuständigkeit innerhalb der Rechtsordnung der Tschechischen Republik, ihre Prinzipien und ihre Funktionieren zu zeigen. Elected representatives in municipal elections (case study of Kolín district)

Elected representatives in municipal elections (case study of Kolín district) Abstract This thesis deals with the theme of municipal elections, specifically analysing the final positions of candidates and the elected mayors emerged from the vote in the municipal elections in 2014 according to the size of the groups of municipalities, using the district of Kolín as an example. Author focuses particularly on the candidature to the municipal councils and related electoral participation. The characteristics of elected representatives were also examined. Two hypotheses were proposed - H1: the competitiveness of elections increases with the increasing size of the municipality and H2: voter turnout is related to interest in the candidacy (number of candidates for the mandate). The thesis uses data available from the Czech Statistical Office and BISNODE company. The results show that the mayors were usually found on top of the candidate list and came from the winning party. Compared with the national average, larger amount of mayors upheld their position. Furthermore, it was found that voter turnout is not related so much to the number of candidates for a number of mandates, rather it is related to the number of candidates for a council to the number of inhabitants. Analysing the success of UKIP in 2014 local and European elections

The bachelor's thesis "Analysing the success of UKIP in 2014 local and European elections" deals with the election results of UK Independence Party (UKIP) in 2014. Namely compares UKIP's results in concurrent local elections and elections to the European Parliament. The aim of the thesis is to confirm a hypothesis that UKIP's results in local elections cannot be considered as a secondary product of UKIP's victory in European elections. Consequently, it characterizes the factors which could confirm this hypothesis. At first, it deals with advancing development of UKIP in British politics. The thesis then concerns the second-order election theory and puts emphasis on British specifics in the area of local and European elections. The paper also monitors UKIP's local and European campaign and analyses the election results. On the grounds of hypothesis the paper examines UKIP's efforts to become a successful component of local government in the UK. UKIP's imitation of the so-called Ashdown strategy is researched for that reason. The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The thesis "Participation of Sokolov Inhabitants in the Municipal Civil Administration" deals with participation and political culture in the town and gives us results to what measure both participial political culture and collective social capital influence the participation of inhabitants. There was a relationship of participation, trust, bridging social capital and a participatory political culture demonstrated by relational analysis in this thesis. There are formulated recommendations for local government based on gained knowledge. These recommendations state how to use the participation of inhabitants in city government more effectively.
