Forecasting the impact of auctioning of emission allowances on the state budget of the Czech Republic

The increasing volume of greenhouse gases in the atmosphere has led to the creation of European Emissions Trading System (EU ETS). This system should also fulfil an incentive function to reduce emissions. The EU ETS also participates in revenues of the state budgets. This master thesis deals with impacts of EU ETS on revenues of state budgets for each member states of this system. The thesis is compiled with calculations of revenues of state budgets. This methodology is then applied to the assessment of the impact of auctioning of emission allowances on the Czech state budget and is demonstrated on three possible scenarios.
Walras equilibria and emission allowances

Global efforts to prevent climate change has been a catalyst for the emergence of many innovative ideas to mitigate this phenomenon. One of them was an introduction of emission markets where polluters share aggregate quantity of so-called pollution permits, e.g., the European Union emission trading system. This work analyses the behaviour of firms and a relation between the European Union Allowances quantity and their price on the Czech market. Furthermore, possible consequences of the EU emission trading system policy on the Czech emission and energy market are analyzed. To do so, we develop equilibrium model which uses an innovative concept of the Cournot-Nash-Walras equilibrium. The model estimates 25 and 14 percent increase in emission allowances price between years 2014-2015, and 2014-2020, respectively. We also find that non-innovating firm can lose significant market share.
Analysis of the emission allowances and their socio-environmental impacts

(in English): Each day, tons of carbon dioxide, greenhouse gasses and other pollutants are released into our atmosphere due to human activity. This causes a "greenhouse" effect, which contributes to global warming. To continue this course of action should be seen as unbearable for mankind as we are poisoning and destroying our planet. The Kyoto Protocol has become the launching platform of combatting this problem and it requires the developed countries involved to commit to a long-term reduction of green house gas emissions. The Czech Republic has embraced this scheme, and this involvement will be analysed. Trading with emission allowances is one of the main tools used by the Kyoto Protocol and this thesis analyses the genesis as well as the continued development of emission allowances and evaluates both the benefits and weaknesses of such a scheme.
Komparační analýza trhu s emisními povolenkami v Evropské unii a Austrálii

This bachelor thesis is devoted to a comparative analysis of the carbon emission trading in the European Union and Australia. The first part is focused on the context of the origin of emission allowances and general principles of their using. Another part includes the information about the historical development and current status of emission trading in the European Union and Australia. In the final phase, there is evaluated the success of the previous emissions trading in the EU and there are suggested some potential solutions to problems that have arose in this market.
Analysis of relationships among prices of electricity, supplying services, regulatory energy, carbon dioxide emission allowances and primary sources of energy

This thesis describes possibilities of electricity trading. The thesis deals with subjects at the electricity market, defines their competences, obligations and relationships among these subjects. Trading places and their advantages and disadvantages are also described in the thesis. The thesis shows composition of the electricity price and informs about its partial components. Types of ancillary services are spoken and there is also comparison between selling wholesale electricity and providing ancillary services. An influence of primary fuels and emission allowances on the electricity price is included at the end of the thesis.
Environmental aspects of steam-gas power station Červený Mlýn

The master’s thesis deals with the environmental aspects of combined heat and power station Červený Mlýn (Red Mill). The introductory part of the thesis focuses on the current production technology and the electricity balance of the power station. The heat and power station (also called combined cycle heat and power plant) is scrutinized in terms of emissions sources, focusing on pollutant emissions to air in the following chapter. In this part of the thesis the quantities of the released emissions, namely solid particulate matter (TZL), sulfur dioxide (SO2), carbon dioxide (CO2) are also calculated. The calculation is worked out according to the valid Czech legislation. Further on, the current production technology of the power station is compared with the best available technologies according to the valid directive 2008/1/EC of the European Parliament and of the Council concerning integrated pollution prevention and control. The last chapter presents the innovative technologies which could possibly be installed to reduce pollution emissions (especially nitrogen oxides - NOx) to air at the heat and power station Červený Mlýn.
Determinants influencing electricity prices

The aim of this work is to characterize the main determinants influencing the development of electricity prices. Beginnings are dedicated to the description of regulated elements of electricity bill and their development over the last period. The second part deals with power electricity and its development in the spot and futures market. The paper describes the emergence of energy prices on the market and the main determinants affecting the supply and demand curves, such as the price of emission allowances, increasing production from renewable energy and the price of energy raw materials. Part of the work is also analysis of the impact of market coupling on the market price of electricity daily market. The conclusion is devoted to seasonal fluctuations in electricity prices representing the time series.
Emission Trading in the EU

Increasing volume of greenhouse gases in the atmosphere has a negative impact on the living conditions on Earth. The emissions trading instrument has been accepted to reduce amount of greenhouse gases emissions. This Bachelor thesis analyses each phases of EU Emission Trading System. The introduction of the thesis describes the impact of carbon dioxide emissions on the environment, flexible mechanisms that can reduce these emissions and the way of trading within the EU-ETS. The practical part analyses phase III of EU ETS, also includes a practical example of auction of emission allowances and the analysis of German auctions in 2014.
Tools of Economic Regulation to Protect the Environment in the Field of Energy in the Czech Republic

This thesis deals with instruments of economic regulation related to environment protection in the field of energetics. It surveys selected instruments in the form of ecological taxes and Emission Trading System. It clarifies the origin and development of these instruments and their integration into the legislation of the Czech Republic. The major aim of the thesis is to analyze the impact of ecological taxes and trading with emission permits on management decisions of a company.The analysis and calculations have been carried out in a real enterprise. I have tried to prove how the System of Emission Trading impacts on the management decision and strategic goals of a company due to further development of the EU System of Emission Trading, its changes as well as changes in production of a company.
Comparative Analysis of the Electronization of Public Administration in Selected EU Member States with a Focus on the Implementation of EU ETS

This thesis analyzes the implementation of the EU emission trading scheme (EU ETS) in comparison with the electronization of public administration, the level of development of information society, and the approach to the regulation of greenhouse gas emissions in selected EU member states (the Czech republic, Slovakia, France, Italy, the United Kingdom). The main subject of this thesis is, whether the process of the implementation of EU ETS fits into the general conceptions of e-government in selected countries, or whether it stands individually. The EU system of emission trading is an european e-government service, and that is also the reason why its implementation depends significantly on the maturity of use of information and communication technologies within public administration in selected countries. This thesis is divided into three main sections, the first chapter contains the comparative analysis of the level of development of the electronization of public administration in selected countries, the second chapter contains the analysis of available information about the implementation of EU ETS in these states, and the third chapter compares the results from both previous sections, and contains the answers to the main questions mentioned above.
