Europeanization of Gas Sector in Georgia: towards Integration?
Tkemaladze, Tamar ; Góra, Magdalena (vedoucí práce) ; Svoboda, Karel (oponent)
Th e thesis explores the mechanisms and outcomes of the Europeanization process in Georgia's gas sector. The chosen approach treats Europeanization as a multi level process where the extent of the changing capacity of the supranational institutional mechanism s varies according to the contextual setting and intervening domestic factors. Through qualitative doc ument analysis of the Energy Community, AA/DCFTA and Georgian domestic legal and regulatory frameworks, first it shows that Europeanization mechanisms ope rate through complementing positive policy prescriptions with the means of adjustment to domestic oppo rtunity structure. Second, when analyzing outcomes of Europeanization, it demonstrates how gas policy harmonization, being restricted by vertical contract ual relationships, creates preconditions for the divergence in sectoral integration. Third, based on t he research findings on mechanisms and outcomes, it places the given case study in the debates on the nature of the EU external energy governance, arguing that in its horizontal operative space, it resembles network governance.

The dynamics of their usage have been changing, but there is still potential to review and adapt possible European responses. Keywords European Union, Belarus, foreign policy, human rights, human rights defence, resolution, sanctions, restrictive measures.
Entering the European Stage? Roles in Enlargement
Paetz, Lennart Carl Hubert ; Góra, Magdalena (vedoucí práce) ; Rodón, Toni (oponent)
Enlargement is one of the EU's most significant and successful policies with an external dimension. Throughout the years, the EU has helped transform the states of southern Europe and Central and Eastern Europe. For years now, it has stalled, fallen into fatigue that paralysed the European side and removed any incentive for the candidates' side. Among the candidate countries, Montenegro is the most promising candidate, the frontrunner. Using the role theory framework, this thesis is going to analyse what motivates EU enlargement. The fundamental roles, value-based and interest-driven roles will give way to an analysis of key obstacles to enlargement and how the EU's policy performance concerning that is motivated by either or both of the roles. Generally speaking, both roles play a crucial role in enlargement. They often build up on one another and are closely interlinked. Nevertheless, a key question remains with regards to the overall dominance of either interest-driven or value-based motivators. Powered by TCPDF (www.tcpdf.org)
Europeanization of National Foreign Policy: A Case Study on Italy
Muradyan, Arpi ; Góra, Magdalena (vedoucí práce) ; Karagiannis, Yannis (oponent)
Diplomacy has traditionally been considered as a stately activity privileged to professional diplomats interacting behind closed doors. However, the significant changes in international relations and communication in the 20th century have led to transformations, including in the field of diplomacy, thus resulting in the emergence of New Diplomacy (Cooper, Heine & Thakur 2013). Now diplomacy is not merely about negotiations, but includes various spheres, levels, as well as tools. Another significant change has been the pluralization of actors involved in diplomatic activities. The New Diplomacy has also impacted the ways in which diplomacy is conducted. The rise of new means of communication, namely the internet and the social media, has turned the use of online space into an indispensable part of diplomacy. In the logic of changes in the diplomacy, public diplomacy has undergone significant transformations, now to include a variety of actors, levels, tools and lots of other novel qualities (Melissen, 2005). So far, however, the activities of diasporas as public diplomats, has been overlooked in academic literature. "Both 'diaspora' and 'diplomacy' are concepts that have undergone considerable expansion in recent years, marking a shift away from understanding diaspora as a descriptive category and diplomacy...
The Europeanisation of EU Railway Policy Hungarian and Polish strategies for adopting the political pillar of the EU's Fourth Railway Package
Illés, Gergő Dávid ; Góra, Magdalena (vedoucí práce) ; Nigrin, Tomáš (oponent)
The objective of this thesis is to examine the implementation strategies of the political pillar of the Fourth Railway Package in Hungary through the lens of Europeanisation. It aims to uncover the extent of domestic change caused by the adoption of a Europeanised policy. After the introduction, the thesis draws up the theoretical background, methodological framework, and the background of the Hungarian and Polish railway markets. The chapter containing research findings analyses Hungarian and Polish adaptation strategies from three different perspectives. First, an ideological mapping analyses the two countries' attitudes to the political pillar. Second, the mapping's findings are compared with politicians' speeches concerning the political pillar in the European and national parliaments. Finally, the analyses are compared with the voting behaviour of parties relating to the political pillar in the European and national parliaments. The final chapter provides the summary of findings, research limitations, gap in research and conclusions. Powered by TCPDF (www.tcpdf.org)
Understanding the future of the transatlantic relation: The impact of Donald Trump's populist foreign policy rhetoric on the US Congress' debates on NATO
Solares Morales, Covadonga ; Góra, Magdalena (vedoucí práce) ; Escriba, Abel (oponent)
After his election in 2016, Donald Trump became the first president to openly question whether Europe was in America's interests, and his blatant disregard for the historical ties with the other side of the Atlantic found in NATO the perfect target. This thesis aims to contribute to knowledge on the field by conducting a study on the potential impact that the populist foreign policy rhetoric of the 45th President of the United States had on the Congress' bipartisan consensus on NATO, by examining if Trump's narrative on the alliance was replicated by Congress members. Understanding this becomes crucial at a time when the US support for its European counterparts is the cornerstone of the international world order and the key partnership to overcome global challenges ahead. The chosen methodology is a two-step deductive-inductive discourse analysis, that first analyzes a sample of Trump's public statements to extract his main arguments on NATO, to then create a codebook that is used to identify the appearance of these arguments in the US Congress' debates and hearings on NATO. In light of the sample material analyzed, it can be safely argued that the political actors in the House of Representatives of the US Congress do not fully reproduce Trump's populist arguments used to criticize the alliance. Even though...
French cultural diplomacy beyond the grandeur and the European Union, analysis of a networking strategy in Central Europe
Bouisset, Charles ; Góra, Magdalena (vedoucí práce) ; Tomalová, Eliška (oponent)
Hence to understand the French "influential diplomacy13" in Central and Eastern Europe, it is important to analyse what influence France aims at through its cultural diplomacy? Central and Eastern Europe is a vast area regrouping different countries. Poland appears as the biggest country in the region that integrated the EU. Thus, I decided to take this country as an example. I will explore in a cases study what influence France tries to have with the French Institute of Warsaw and Cracow since they are the main institution supporting the French cultural diplomacy locally. By exploring the publications of this institution from 2018 to 2020 on Twitter and its website, I attempt to explore through Sevin's pathway of analysis the communication strategy of the institute as regards the impact it seeks to have on the public opinion, the relationship dynamics and the public debates in Poland. This analysis will allow me to compare the French public diplomacy done by this institution with the main theoretical understanding of influence according to realists, liberals and constructivists. Therefore, this thesis attempt to understand what foreign impact can try to have France in the current European diplomatic framework by using soft means of influence.
