A special educator and a psychologist in every school? Institutionalisation of support teaching positions in primary schools

The thesis focuses on the policy of institutionalisation of support teaching positions, which extends school special educators and school psychologists to primary schools and tries to ensure the stability of professions of the support teaching positions. The thesis focuses on the piloting of institutionalisation in small primary schools with 20-179 pupils, where schools are provided with support teaching positions by pedagogical-psychological counselling centres. The aim is to describe the functioning of the institutionalisation model and to understand how it is perceived by school special educators, school psychologists and heads of pedagogical- psychological counselling centres. The thesis is framed by two theoretical concepts: the street- level bureaucracy and the theory of accountability. The thesis uses various data sources, from questionnaires to interviews, public policy documents, and administrative data. Based on these data, the thesis concluded that it has not yet been possible to ensure a sufficient expansion of support teaching positions into schools, mainly due to the lack of qualified staff nor the professional stability of support teaching positions, as these do not have the certainty of continuation of institutionalisation in 2025. Narrative evaluation from the perspective of teachers

The aim of this thesis is to understand how teachers in upper primary schools using verbal assessment perceive this type of feedback. This goal is achieved through ten in-depth interviews that focus on the teachers' own understanding of the concept and relating to it, its benefits towards teachers and the problems they face because of its application. Furthermore, the thesis focuses on teachers' understanding of their own role in the process and their view of the roles of other actors, especially in terms of the principle of affordance. The analysis revealed that verbal evaluation is perceived by teachers as an essential part of their professional identity. The main benefits of the application of verbal assessment are considered by teachers to be the opportunity to get to know their pupils better and to improve their pedagogical and psychological skills. On the other hand, the biggest difficulty for them is the lack of time and, in terms of emotional experience, the translation of verbal assessment into grades. Institutionalization of Ombudspersons in Czech Higher Education

The thesis addresses the issue of ombudspersons and their institutionalization in the Czech higher education environment. Ombudspersons, whose main goal is to ensure social safety in their institution, started to be established in Czech universities in response to cases of inappropriate behaviour at universities, which began to appear in the media space in 2021. The inconsistent practice at universities opened a debate about the possible anchoring of these positions in legislation. The aim of this thesis is to describe the reasons for the (in)anchoring of these positions in the forthcoming amendment to the Higher Education Act, to map the interactions between the participants in the public policy process and to evaluate the success of strategies for pushing the agenda. In terms of theory, the Multiple Streams Framework is used to examine the factors leading to policy decisions. The research design is a qualitative case study, with findings based on archival research and thematic analysis of 12 interviews with key actors. Private schools in the primary education system: case study of the Karlovy Vary Region

This diploma thesis focuses on private primary in the Karlovy Vary Region. It is a case study whose main aim is to present private primary schools in the context of the development of private schools at the national level. It looks at the trend of recent years, when there has been an increase in private schools across the regions of the Czech Republic. The thesis is based on secondary data obtained from relevant documents related to private education and from the known evidence available in the country. It presents the facts about private primary schools from the perspective of various authors who primarily deal with the topic in the Czech environment. The theoretical basis of the work is based on the supply and demand for education. Attention is also paid to parents as actors who have a significant influence on the existence of private primary schools. The research part provides insights into the market of private primary education in the Karlovy Vary Region. There are introduced individual schools that have been established in the region from 1991 to the present. What is the attitude of special educators to the policy of inclusion?

The bachelor's thesis deals with the opinions of special educators in special schools on inclusion. Although they are not direct actors of inclusion, they are workers in education and it can be useful to know their opinion. The aim of this work is to find out the opinion of the interviewed special education teachers, and then compare them with the opinions of other respondents. In the theoretical part, I deal with the concept of inclusion, the definition of the role of a special pedagogue in a special school, I state who is a pupil with special educational needs, I present two special schools in České Budějovice, in which special pedagogues teach, who were used as respondents in the practical part, and finally, I present the theory of street- level bureaucracy and the theory of the role of line workers in public policy, with whom I continue to work in the practical part. In the practical part, I present qualitative research using four semi-structured interviews and analysis of media outputs of special educators in newspapers and on the Internet. I subsequently analyze these sources.
