Permitting process under the new Building Act Abstract With the adoption of the new Building Act, there are fundamental changes in public building law. The reform of the building law promises to speed up and simplify the entire permitting process and, therefore, speed up construction and increase housing affordability. In particular, the new regulation overcomes the phased nature of the permitting process, the lack of state- ments and binding opinions is now handled by the building authority, the time limits for issuing decisions have been shortened and the principle of full appeal has been introduced in the appeal procedure. Unfortunately, it is not entirely clear how to proceed with some of the newly intro- duced institutes. The aim of the thesis is to provide a comprehensive view of the process of permitting a con- struction project under the new Building Act. In doing so, it is based primarily on the explana- tory reports and opinions expressed by the professional public. A short comparison with the old regulation is also provided for selected institutes. Independent regulator as a public authority

This dissertation thesis presents the elaboration of the issue of Czech independent authorities on the basis of empirical data. For the purposes of the dissertation, an extensive dataset was created, which covers 16 central administrative authorities, the Czech National Bank and the Supreme Audit Office monitored in the period 1993-2021. The dataset also contains data on the heads of these institutions, their professional backgrounds, links to political parties and chances of completing their mandate. A sub-objective of the dissertation is to conduct a quantitative assessment of the formal (de iure) independence of the institutions based on the internationally used Gilardi index. The results of the assessment are useful for categorizing independent administrative authorities and for comparing them internationally. The assessment of formal independence primarily represents a first and necessary step for follow-up research, and the results are included as input data for subsequent analysis. For the purposes of this thesis, a Gilardi index was constructed for 18 Czech institutions (a total of 394 individual independence index values) since 1993. Actual state of school libraries in the chosen districts of Prague

Tématem bakalářské práce je průzkum a zmapování situace školních knihoven na základních a středních školách, které jsou oficiálně zaregistrovány v Rejstříku škol v Ústavu pro informace ve vzdělávání (ÚIV, http:// www.uiv.cz ). Práce charakterizuje školní knihovny základních a středních škol obvodů Praha 6 - 10 v šesti základních oblastech, kterými jsou stručné informace o knihovně a o škole se školní knihovnou, umístění školní knihovny, o vybavení školní knihovny (knihovní fond, technické vybavení), otevírací době, personálním zajištění a o propagaci školní knihovny. Práce je zpracována na základě vlastního průzkumu realizovaném pomocí sociologických metod, jako je dotazník a rozhovor. Celý průzkum je nakonec srovnán také s některými statistickými údaji výkazu o školní knihovně zjištěnými Ústavem pro informace ve vzdělávání. [Autorský abstrakt].
