Active labour market policy is a widely used labour market intervention, which should increase the efficiency of labour market and help increase regular employment. However, its real impacts on labour market conditions are ambiguous. Although the literature concerning effectiveness of active labour market policy (ALMP) measures is extensive, there is no conclusive evidence regarding which ALMP measures are efficient and to what extent. The effectiveness of active labour market policy depends on many circumstances including characteristics of a given measure and conditions in a corresponding labour market. Therefore, decisions regarding implementation of ALMP measures should be based on high- quality and systematic evaluation of impacts of these measures in the given labour market. In the Czech Republic there is no regular system of active labour market policy evaluation, but the need for evaluation is even more urgent in the current economic crisis. The thesis offers both theoretical and empirical analysis of the active labour market policy effectiveness. Theoretical analysis introduces a comprehensive labour market model, which is grounded in the findings of existing literature and enables us to identify possible macroeconomic effects of ALMP measures on aggregate labour market situation. Second...

European Social Models: what are the Efficiency Consequences?
Karamanová, Eva ; Mejstřík, Michal (advisor) ; Flek, Vladislav (referee)
Personal costs and labor market flexibility are the basic determinants of production and location of foreign investments. Therefore the question of industrial relations and social systems wins the attention of this master thesis. Differences in welfare situation of Europeans are growing. The growth of labor productivity exceeds the growth of real wages. Consequently unit labor costs are falling. The share of wages in the total income is decreasing, but the unemployment is rising. The question of real functioning of tradeoff between wages and unemployment emerges. However there are countries, for exampleDenmark, where social situation has improved and efficiency has risen. This master thesis analyses four European social models, their functioning and outcomes. The thesis highlights models' merits and points out on the shortcomings. The biggest attention is paid to the Danish social model, which successfully represents both the efficiency and equality. The thesis searches whether the Danish flexicurity is the most optimal solution and whether the model is directly applicable in other European countries. At the same time the thesis gives recommendations how to improve the models and tries to find out the possible development.
Determinants of migration from the new member states of EU into the former states of EU wiht the main focus on migration flows into the United Kingdom
Draslarová, Zuzana ; Erbenová, Michaela (advisor) ; Flek, Vladislav (referee)
The paper deals with migration in European union and with main factors, which influence this migration. The main emphasis is put on migration from new member states of EU into the former fifteen member states of EU (mainly to the United Kingdom) after enlargement of EU in May 2004. The emphasis is put also on determination of main factors that influence this migration. Introductory chapter deals with theoretical approaches of migration, with development of these theories and with determination of the real influence of factors on migration. Following chapters are focused not only on analyzing of migration in EU but also on the estimate of migration potential from new member states of EU into the old member states of EU after introduction of free movement of workers in the whole EU. The paper further analyzes migration flows from eight new member states (Central and Eastern European countries) into the United Kingdom with the main focus on determination of factors, which influence these migration flows. In this section I examine not only economic factors, which influence migration, but also non-economic factors, which are also important. Part of this paper is devoted to the migration flows from the Czech Republic into the other member states of EU (mainly to Germany) and it is also devoted to the...
Flexibility and Flexicurity in EU labour markets
Beránková, Veronika ; Švarcová, Natálie (advisor) ; Flek, Vladislav (referee)
The thesis deals with two predominant concepts in the European labour markets. The first limits itself to provide for enhanced flexibility, while the second one, known as "flexicurity", combines the promotion of labour flexibility with an ambition to retain certain security for workers. Both of the concepts address the need to adjust the labour markets to the "new social reality", where frequent changes call for fast adaptation and flexibility. The thesis treats both of the concepts as separate strategies and analyses their potential, main challenges and problems.
Economic Geography, Regional Policy of the European Union and its Potential for the Czech Republic
Čížek, Libor ; Benáček, Vladimír (advisor) ; Flek, Vladislav (referee)
Deepening of economic integration leads to a fall of transaction costs between regions and consequently affects the economic geography of the whole territory. According to the new economic geography this process can bring alongside a rise in regional inequality, in specialization of regions and in geographic concentration of industries. Taking as a basis the theoretical foundations of this branch of economic theory we first review the empirical evidence on the changing pattern of the economic geography of the european regions. Afterwards we analyze in detail the evolution of the economic geography of Czech regions. First, we find that regional disparities are sharply rising but mainly due to the dynamics of the capital city. Second, we find that the Czech manufacturing sector underwent in the 90's a relatively strong deconcentration and this process was accompanied by a decrease in the specialization of the regional economies. Nowadays both regional specialization as well as concentration of industries are on the whole rather stagnating. We then discuss the implications of our findings for the design of the Cohesion policy in the Czech republic.
