Immigration policy of the European union

This thesis deals with a topic of immigration policy of the European Union of the 21st century. One cannot write about this topic regardless of the migration wave and refugee crisis that has sparked the debate about EU's immigration policy function - and EU as a whole - in general. The aim of this thesis is to give a reader profound view on the topic of immigration policy of the EU in the context of the immigration crisis, to present reasons why is this happening as well as the consequences, and last but not least, to give an solution that could help EU to deal with crisis and its origins. The thesis handles with the attitudes and opinions of EU member states and the EU as a whole, discusses the evolution of EU immigration policy and its current state. In a part it is oriented on asylum policy as a part of immigration policy and the question of supra-nationalization of the EU's immigration policy. The last chapter offers following steps which the EU should take, and which lead to solving the crisis or at least alleviation.

The change of narrative in the context of Ukrainian war refugees

This thesis deals with the dynamics between the political and media narrative about Ukrainian refugees and its influence on the formation of migration policy in the Czech Republic. In the context of the conflict in Ukraine, the Czech Republic became the scene of a large-scale refugee crisis, which caused various reactions both in the media and in the Chamber of Deputies. To solve this issue, the Narrative Policy Framework (NPF) was used, which enables the analysis of narratives and their influence on the political process. Media and political narratives were analysed between 24 February 2022 and the end of March 2023. The research found that narratives about Ukrainian refugees gradually changed from positive solidarity and empathy to concerns about the economic impact of the refugee crisis and negative framing of refugees. The main outcome of this work is that narratives have a significant influence in the political process and that it has changed over the examined period.
Barriers to women's entry into top civil service positions

The bachelor thesis deals with the problem of low representation of women in the top positions of the state administration. The thesis aims primarily to identify the barriers that female civil servants face when entering the top positions of the state administration. The theoretical part of the thesis introduces the theory of new institutionalism, specifically feminist institutionalism, and defines the necessary gender terminology and basic concepts for understanding the functioning of the civil service. The value anchoring of the thesis includes, for example, an explanation of the glass ceiling effect or the concept of the broken rung. Within the legal framework, the basic international and Czech legislation aimed at promoting equal opportunities is presented. The thesis employs elements of qualitative research, mainly using personal interviews with women in top positions in the civil service to obtain more detailed information. The interviews with the women respondents are further supplemented by the analysis and identification of relevant documents in the framework of equal opportunities. Weaknesses in state support for families caring for a disabled child

The topic of the bachelor thesis is Weaknesses of state support for families caring for a child with disabilities. In the first part of the thesis the current state of the system of support for these families is mapped. Specifically, what benefits are provided and what social services are supposed to help them with their care. Then the main theoretical basis is explained, which is the theory of familialism. The research methodology was conducted in a qualitative manner. The respondents, who were representatives from among parents who care for a child with disabilities, were selected using the snowball sampling method and there were 7 respondents in total. The final respondent was also an actor in the issue, specifically a member of parliament who sits on the social policy committee. Using in-depth interviews with eight different respondents, the different aspects of support to families, their advantages, but mainly their shortcomings are examined. This was first in the area of financial support and then in the area of social services. Czech Debt Relief Policy from the Perspective of the Theory of Social Construction of Target Populations

The bachelor thesis Czech Debt Relief Policy from the Perspective of the Theory of Social Construction of Target Populations deals with the development of policy design of Czech debt relief policy between 2013 and 2023, using the perspective of the social construction of target populations theory. The premise of this theory is that the perception (social construction) and power of the target population influence the configuration of policy design. Thus, the main objective of this thesis is to investigate how the policy design of the Czech debt relief policy has changed between 2013 and 2023. In line with the theory, this objective is followed by two sub-objectives, namely to identify the direction of changes in benefits and burdens resulting from legislative changes for the target population and to identify how the frames in which the target population was embedded in policy discourse and media discourse differed. A study of legislation, explanatory memoranda to legislative proposals, and a framework analysis of stenographic records from the lower house of Parliament and selected media content are used to accomplish these objectives. Discursive analysis of political communication in the discussion of the amendment to Act No. 329/2021 on the provision of childcare in the 2017-2021 electoral period

Children's groups are one of the effective family policy tools for reconciling family and working life. At the same time, within the current system of pre-school care in the Czech Republic, they supplement the insufficient capacity of kindergartens. In 2014, Act No. 247/2014 Coll. on children's groups was approved, which basically defined the conditions and standards in which children's groups operate. Tools for reconciling family and working life, which include children's groups, came to the fore following the adoption of the European Directive 2019/1158 on work-life balance. Children's groups were funded by the European Operational Programme Employment, but this could only be drawn on until 2022. Therefore, in 2021, the Chamber of Deputies of the Parliament of the Czech Republic discussed the need to reconsider the funding of children's groups and, at the same time, to revise the conditions for running children's groups. The thesis aims to investigate the communication strategies of political actors on the topic of children's groups using the method of discursive analysis, at the same time comparing the communication of children's groups with the way of communication of other topics from the remit of social affairs in the election programmes of the then parliamentary parties in the 2017 and 2021...
Addressing structural inequality through education access

Elizabeth Davey Public and Social Policy Master's Thesis Abstract Education has long been perceived to be the key to positive social mobility, but mounting evidence has shown that for many low-income students this may be more of a myth than reality. The Achievement Gap between students of different socio-economic and racial groups remains persistently difficult to eliminate despite decades of efforts geared at school reforms. Recognizing the importance of developing more equitable funding allocation for public education institutions, as well as the general consensus that such a policy is an essential step toward increasing equity in the education system, this paper looks at addressing the problem through a different lens. This thesis develops an index of how cross generational relationships and circumstances play into a child's academic access, and as a result, their academic outcomes. Using this index, this thesis adds to the body of knowledge on the topic and a new perspective to the discourse surrounding equity in education, and educational outcomes by considering how Two-Generation interventions can address these intersections. Preventing burnout syndrome of short-term foster carers

Burnout syndrome is a topic studied since the 1970s with increasing vigour and interest. This phenomenon, characterised in particular by mental and physical exhaustion, negative feelings related to the workload and environment, or general apathy, is primarily associated with workers in the helping professions. However, to date, there has not been a single research study on burnout in short-term foster carers. Therefore, the empirical part of the thesis presents research targeting the experiences of this vulnerable group in the Czech Republic, mapping the current status, risk factors and possible prevention of burnout syndrome. The research uses a qualitative design and the method of semi-structured interviews. Despite the methodological limitations of the study, the results show that despite minor variations in personal opinions, there is rather a consensus among the respondents regarding the perceived risks of burnout syndrome. This suggests that burnout syndrome in transient foster carers is a promising area for further research and a topic for stimulating discussion.
