An outflow of young people from the city of Šumperk - cause analysis and solution suggestion

The diploma thesis is a case study of the outflow of young people from the town of Šumperk. The aim of this work is to explain the main causes of the problem, to determine the extent to which suburbanization is involved in the process, to evaluate the town's existing policies to solve the problem and to suggest possible solutions. The research is based on the theoretical concepts of the public policy cycle, which helps to determine the stage at which the problem is at the town level, works with the theory of city shrinkage, the theory of suburbanization, and push-pull migration theory. The original research is based on data from sociological research and interviews. Conclusions of the thesis include the finding that the main causes of the outflow of young people are inadequate job opportunities for college students and poor housing offers. Suburbanisation also contributes to the process of shrinking. The town's current policy lacks a strategic concept that would prevent the outflow. In conclusion, the author suggests possible partial solutions to the problem, such as creation of a coworking center or a change in the zone planning strategy.
When There Is Not Just One Policy: Institutional and Financial Background of the Czech Gender Equality Policy

The aim of this thesis is to describe the institutional and financial security of the gender equality policy from 1998 to the present in the background of the interactions and relationships between its key actors - Gender Equality Unit (Office of the Government of the Czech Republic), Gender Equality Advisory bodies (Office of the Government of the Czech Republic), Department of Family and Ageing Policy (Ministry of Labour and Social Affairs), Division of Gender Equality Projects (Ministry of Labour and Social Affairs) and Gender Equality Nonprofit Organizations (Gender Equality NGO). Theoretical support of this thesis is the state/market feminism theory and theoretical concepts policy and governance. The outcomes of the analysis and expert interviews show the institutional and financial security of the gender equality policy is continual, horizontal and fragmented process created by internally and externally different actors. These actors implement their gender equality policies differently and their work is parallel. Change of health insurance in the Czech Republic after 2009 - Institucional Analysis

This diploma thesis focuses on changes in the system of sickness insurance in the Czech Republic since 2009. Based on the analysis of the development of social security in the context of neoliberal capitalism and economic globalization, the aim of the thesis was to reflect the ideological and factual basis and the legitimacy of the institutional change in the sphere of sickness insurance in connection with adoption of Act No. 187/2006 Coll., On sickness insurance and the discovery of socio-economic consequences of these changes. The theoretical basis of this thesis has been the institutional change in the sphere of sickness and the (non) legitimacy of the policy in this sphere of public finance reforms. Other theories have included the relationship of economic and social policy that they have been closely related to the theory of social state. The social state has been the beginning of the subject of aging, globalization and the recession of economic development in the last decades. Participation and Representation of Roma in the Czech Republic, Especially in Social Inclusion

Diploma thesis deals with the participation and representation of Roma in the Czech Republic mainly in social inclusion. Generally in the Czech Republic the principles of the participation are underused during the development and implementation of public policies. A certain change occurs at the local level. In some towns there are gradually promoted models of the participation and representation of the population of excluded localities. This thesis deals by the methods of case study, summative evaluation and observation with implementation of certain local good practice: the system of the caretaking in the town Kadaň - Prunéřov, which primarily addresses the issue of housing in the socially excluded locality, but with the full participation of its people, including the creation of a natural representation, leading to the improvement of social skills of people, their self-confidence and willingness to engage in solving their unsatisfactory situation. The thesis also summarizes the development in the formation of Roma representation at the highest level since the 90s of the last century and its adverse impact on the development of real participation of Roma in social inclusion at all levels of administration. In my diploma work I focused on the problems of euthanasia and its potential legalization in the Czech Republic from the point of view of public policy. Aim of the diploma work was to uncover key events and key actors commenting on the problems of euthanasia and its potential legalization. In my work I make use of the theories of The Advocacy Coalition Framework and The Agenda-Setting Theory and seek to identify basic value stands and major arguments of individual actors. Based on detailed analysis of key actors and key events I intend to proceed to an evaluation of the situation existing in the field of the legalization of euthanasia in the Czech Republic and to make an attempt to anticipate the future developmentand issues concerning potential passing of the law on euthanasia.
The Legislative Process of the Bill on the Children Group. A Case Study of the Intervention of the Participants.

This thesis deals with an implementation of a new public policy tool - child care in the children's group - particularly it examines its origin, evolution and the reasons for its implementation. As the "Children's Group Act" became a new form of the childcare (in the Czech Republic), my participation in the legislation process of the bill adoption served as a motivation for the topic selection of this thesis. The opening part introduces the topic, specifically it studies the past and the present childcare system within the current area of the Czech Republic. Further it acquaints us with tools and remedies allowing for a greater harmonization of a family and work life of parents of infants. In other words, there are discussed theoretical concepts of a private work life harmonization of parents and concepts of equal opportunities of women and men. Moreover, the thesis introduces participants who were entering the negotiation and the adoption processes of the bill in question, either directly or indirectly. The aim of the thesis is to present a case study that would characterize both, the adoption process of the bill and the participants' determination of the final form of the act.
Efficiency of social services funding

Diploma thesis deal with effectiveness of social service's funding. Its aim is to describe and to evaluate the system of social service's funding. Thesis focuses on two providers of subsidies - Ministry of Labour and Social Affairs and regions. In theoretical part describes the method for allocating funds between social services. It is based largely on publicly available documents of regions and MLSA. In the practical part presentation development of social service's expenditures between 2007 - 2013. Diploma thesis subjects social service's expenditure to analysis based on 4E criteria. Fulfilling the criteria of effectiveness is examine by using the correlations method. On selection social services also apply the method of multi-criteria decision. To set criteria, indicators and their weights co-operate professionals from the relevant department of the Regional Authority. Thesis includes several theoretical concepts, on which basis are outlined possibilities of change in the way of social service's funding. This thesis also deal with legislative change that occurred during its processing. It describes also a new method for allocation of public resources between social services.

This thesis brings to you a salient theme: Private for-Profit News Media (Print and Broadcast; irrespective of the platform on which it is disseminated) based on an interesting topic: Migration in order to explore theoretically and empirically how to model the social impact of the existence of media in a given socio-political, economic, legal and cultural context namely the United States of America and the United Kingdom at a given period: Year 2015. The study of media in policy studies has been a relatively neglected area in the past and as a student of Public and Social Policy one finds this a most suitable opportunity to do otherwise. Media's role in today's society can be explored from two angles: (1) Media as a tool, a mediator, a conduit and (2) Media as an actor, a regulator, a contributor and this thesis will focus on the latter as it is more important to understand the dynamic role played by this actor named: 'The Media'. The comparison of the Czech pension system before reforms made in 2010-2013 and aftter it

The present thesis focuses on the comparison of the Czech pension system before 2010 with the one after the changes made in 2010-2013. The parameters of the first pillar which changed in the mentioned period are analysed. The partial adjustments of the first pillar are viewed by prism of the following criteria: budget accountability, quality of life, solidarity, contributory principles, participation and the persistence of the chosen solution in the time. Furthermore the thesis focuses on the effects induced by the implementation of the second pillar. And last but not least is attention paid to the chosen components of the third pillar, which under went changes in 2010-2013 years. Important part of the thesis is a research conducted by online questionnaire, which aimed to find out what knowledge about the pension system and its changes in 2010-2013, do the citizens have. Theoretical bases includes the theory of path dependency, the theory of institutionalism, the welfare state theory and the criterion anchoring. The present thesis applies the method of analysis of secondary data and the method of comparative analysis. To obtain secondary data, methods of document and data record searching are used.
