Role of trust in a democratic system
Sedláčková, Markéta ; Šubrt, Jiří (advisor) ; Marada, Radim (referee) ; Perottino, Michel (referee)
The need to understand the ongoing process of democratization has led to the revival of interest in the topics such as legitimacy of the democratic regimes, the creation of political culture and inevitably also in the question of the role of trust in these processes. These topics will be closely examined in this work. In the first - theoretical - section we introduce the evolution of the concept of trust, its various definitions and categorization. The concept of social capital, which is often linked to the to pic of trust, will be also addressed in this chapter. A special attention will be paid to the paradigm of so-called collective social capital (Putnam, Halpem, Fukuyama), which focuses on the relationship oftrust and democracy. The second part of the thesis maps theoretical work on trust and democracy, paying special attention to the arguments of culturalists and institucionalists. When we talk of the role that trust plays in a given democratic system, we use three basic channels of their relationship: legitimacy, social trust and trust in institutions. Legitimacy in a given govemment and its institutions - a form of systemic trust - is considered to be the key founding block of the democratic system. Based on divergent theories we continue the debate to what extent, and if at all, is legitimacy...

Michel Debré and Europe. Thinking and Acting for a French European policy (1943-1962)
Med, František ; Perottino, Michel (advisor) ; Tomalová, Eliška (referee)
A b st r a c t This study deals with ideas and activities of the French politician Michel Debré in the area of the European integration. Analyzing the evolution of Debre's stance in a period of almost twenty years (1943-1962), the study aims to show that Debré was neither a pure "French nationalist" following obediently the wishes of General de Gaulle, neither a man who denied his own projects after a sudden U-turn in his opinion. We rather argue that Debré had remained true to three basic axes of his action since the Second World War: fidelity to General de Gaulle, readiness to reform French institutions together with a wish to assure to his country a privileged position in the system of international relations and, finally, vision of a huge community of countries bordering the Atlantic Ocean. In the late 1940's, Debré joined the European Movement and became one of the leading figures of its French branch. Promoting a union of European states, Debré was ready to accept a concession of some national prerogatives to "supra political" institutions but only if there had been a supreme European political authority composed of democratically elected representatives. On this basis he refused the Jean Monneťs sectoral method of integration and its accomplishments from the ECSC to the Treaties of Rome....
Europeanization of Italian Politics. Case Study: Italian Regional Policy For South
Rozsívalová, Martina ; Perottino, Michel (advisor) ; Váška, Jan (referee)
This contribution presents a reflection on the Europeanization of Italian regional policy for Mezzogiorno, that is, on the domestic impact of EU regional policy on policies and strategies of Italian state in the process of transition. The process of Europeanization of Italian regional policy in 1990s can be interpreted as a paradigmatic change, marked by three stages. "Europeanization" is meant here as concerning the mechanisms and dynamics of national response to supranational policy inputs, with a specific attention to factors of resistance and change in Southern Italian institutions and policies. This paper also highlights the problems with the use of the concept of Europeanization. Powered by TCPDF (www.tcpdf.org)
The French UMP and its Internal Structure
Vlková, Michaela ; Perottino, Michel (advisor) ; Říchová, Blanka (referee)
The creation of the UMP, as the "Union pour la Majorité Présidentielle", after the first round of the presidential election in 2002, began a new cycle for the French Right. It can be characterized as the refoundation of a party by merger. The merger proceeded from a long- established system of cooperation among parties at the legislative level. The main constitutive components of the new party were namely the conservative RPR (Rassemblement pour la République), the centre-right UDF (Union pour la Démocratie Française) and a former part of the UDF - DL (Démocratie Libérale) - which became independent in 1998. The principal motivation for the modification of the form of cooperation was the restoration of Jacques Chirac's authority over both his political camp and and the institution of the presidency. The UMP won both - legislative and presidential elections and started to govern. The internal structure of the new party can be understood in different ways and be distiguished into different levels. Firstly, from the point of view directed to its main components - political parties that made up the UMP's base and also other parties and groups that cooperate with the new party. The UMP brought to the end (or at least modified) the system of electoral cooperation that used to exist on the Right for more than two...
"Social policy in Western Europe - between convergence and diversity"
Kroutilová, Marcela ; Perottino, Michel (advisor) ; Munková, Gabriela (referee)
The aim of this thesis is to analyze the situation of the social policy in Western Europe and to find out whether a possible unifiyng deffmition of the European social model exists. Actually the thesis diferentiates between two levels. The first one is the intergovernmental level of the national states and the second one is the level of the European Union. In the frame of the comparative analysis we can estimate wheter or not are the national states able to create homogenous units according to their common characteristics (typologies) and survey the possible ways of their future development. Another question here is to what extent will the social policy be pursued on the level of the European Union, which becomes slowly an important player also in the European social policy field, which was not the fact several years ago. European Union itself is a very specific cluster and its frame we can observe the participation of raising amount of social actors and also many new initiatives that are leading to the widening and deepening of the whole social agenda. We can conlude that the national states are still playing the main role in the social policy field, but it is more and more limited by endogenous pressures and European economic integration. Even though the creation of a homogenous "Social Europe" is...
