Mobile sources of environmental pollution focusing on automobile industry

Závěr Má diplomová práce přinesla pohled na problematiku mobilních zdrojů znečišťování životního prostředí z trochu jiné pozice, a to z pozice posluchače, který se automobilům věnuje prakticky od dětství. Některým se mohou jevit podané informace faktografického a technického charakteru obsáhlé, je však třeba si uvědomit, že jejich znalostí či orientací v nich se pak snáze přistupuje k prováděcím předpisům, které stanoví konkrétní požadavky na určité mobilní zdroje. Přitom právě předpokládají posluchačovu představu o základních aspektech oblasti techniky. Je to způsobeno i povahou samotného práva životního prostředí, které se musí vypořádat s celou řadou pojmů jiných oborů, např. z chemie a biologie. Proto se ve své práci zprvu věnuji problematice základního rozdělení a definice zdrojů znečišťování životního prostředí. Přidávám i pojednání o automobilových palivech, která hlavně v poslední době zažívají nebývalý rozvoj. Alternativ k motorové naftě a benzínu je již hodně, časový odstup prozradí, jaká je opravdová možnost jejich aplikace a teprve poté se začnou prosazovat i v jiných mobilních zdrojích než v automobilech, na kterých jsou testována. 104 Abstract in English Územní plánování jako nástroj ochrany životního prostředí Town and country planning as an instrument of environment protection Together with atmosphere and water, the solid part of the Earth's surface (soil) is one of the constituents of the environment. Proper environment is an essential condition for the existence of human life, and not human life only. Building a construction or facility in an area results in significant changes of the environment. The more densely an area is populated, the more significant are the changes of the environment regarding the quality of human life. The town and country planning, according to Czech law, is a complex mechanism which makes provisions for placement of constructions and facilities. Procedures (actions) making up the mechanism of town and country planning can be divided into two stages. In the first stage, legally binding concepts (plans) are created. In the second, decisions on the placement of particular constructions and facilities are made, in accordance with the authorized concepts (plans). With respect to the above-mentioned, the environment needs to be sufficiently protected during both stages. 69 Resumé Environmental Impact Assessment The aim of this thesis is to analyze Environmental Impact Assessment (EIA) as the significant legal instrument which tries to find a balance between a human progress and a protection of the environment. The special interest is devoted to the theme of the public participation in the different stages of the environmental assessment process. The text is composed of five chapters, each of them is dealing with different aspects of EIA. The introductory part characterises the procedure and describes the object, the purpose and basic principles of EIA. The second chapter is a brief analysis of the formation of the procedure in the United States of America in 1969. The main body of this head is focused on the most important international conventions on the field of Environmental Impact Assessment, namely The Convention on Environmental Impact Assessment in a Transboundary Context (Espoo convention) and the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus convention). Energy is a key sector in the European Community which is becoming increasingly integrated both politically and economically and whose geopolitical responsibilities are widening. First Chapter concerns with the development of energy policy in European Union. Among first documents were important white and green papers, which laid down the foundation of European energy law legislation.
