Legal regulation of European programs in the programming period 2014 - 2020

1 Summary This thesis deals with European programs and their legislation. Author especially characterizes the programming period 2014 - 2020 in comparison with the programming period 2007 - 2013. In the first part of the thesis the author defines the fundamental institutions of the European programs. This is especially the definition of economic, social and territorial cohesion as one of the most important policies of the European Union, as well as the definition of the programming period as a seven-year cycle, during which there is a drawing funds from the European Union. On these fundamental concepts continues to define European structural and investment funds, serving as a financial tool for drawing funds from the European Union, the operational programs and priority axes, the Czech Republic for a particular programming period determined. This is all within the context of the budgetary policy of the Czech Republic together with the definition of legislation at both national and European level. The causes of insufficient use of EU funds in Slovakia during the 2007-2013 programming period

The presented thesis The causes of insufficient use of EU funds in Slovakia during the 2007- 2013 programming period addresses a system of utilisation of the EU funds in Slovakia which were provided by the European Union's Cohesion Policy in 2007-2013 programming period. The period is the first Cohesion Policy's programming period that could be fully benefited by Slovakia, and although Slovakia was economically highly evaluated even with regards to the economic crisis, at the end of the period the exceptional prolongation of the n+2 rule was demanded, and eventually approved. Therefore, the aim of the thesis is to find and explore possible causes of the lack of benefit of the EU funds that lead to obtaining the exception. The first part of the thesis analyses the theory of regional policy which provides multiple possible alternative hypotheses that answers to the research question. These potential answers constitute the chapters in the second part of the thesis: the responsibility of the utilisation on the regional level, the problems in settings and functioning of the bodies on national level, the external factors impact, and finally the rules posed by the EU. Influence of Grant on Construction in the Czech Republic

The aim of the work is to chart grant used for the construction sector and subsequently analyze the impact of the subsidies on the development of the construction output in the Czech Republic. In the first part is defined by the distribution of construction output and describes the development of the construction industry, subsequently described subsidies used in the Czech Republic. The second part is divided into two sections, the first on is dedicated to the processed questionnaire and its output. The second section is analytical. The questionnaire is focused on the use of subsidies in the Czech Republic. The analytical part is focused on creating an evolution of subsidies on construction aktivity for a certain period.
Subsidy Possibilities for Schools and Their Use

The work is dedicated to the state-funded institution,mainly to schools and their financing. There is the information about the structural policy of the European Union,too.The object of this work is to analyse an use of European finance by the Czech students. An introduction to the subject of state-funded institution and financing of schools is followed by the Czech and the European subsidies. Moreover, there is the information about individual programming periods the last periods and ongoing period. A real case study of financing of schools and programming periods is introduced in the practical part of this work. The case study takes place in the chosen schools. First, a description of the ongoing projects in these schools is carried out together with an analysis of their use by students and efficiency for them. The work concludes with a plan of ongoing projects to the next years of present programming period.
Analysis of the state strategic documents of municipalities at the beginning of the new programming period

This thesis deals with the strategic plan, which is described from the perspective of creation and related processes and procedures in the theoretical part. Work is devoted to the analysis of the content and form of the plan. From this perspective, addressing the status of the plans and their quality in selected cities of various sizes in the South Region in the new programming period 2014-2020 and further analysis are compared both programming periods 2007-2013 and 2014-2020. The selected cities are Pisek, Strakonice, Milevsko, Protivin, Blatná and Vodňany. Such research sample was chosen to represent the county and smaller cities, where there is a significant change in strategy documents compared to cities of a higher category.
Comparisons of regional politics of the Czech and Slovak Republics - Evaluation of the OP Research and Development for Innovation in the programming period 2007 - 2013

This bachelor thesis deals with comparisons of regional politics of the Czech and Slovak Republics with focus on programming period between 2007 and 2013. It especially looks at the comparison of Czech operational programme Research and Development for Innovation and Slovak programme Research and Development. In the theoretical part I collected and compared data about the Czech and Slovak regional policies concentrating on current programming period. Based on this, in the practical part I look at specific operational programmes. The last part of the thesis focuses on comprehensive comparison of regional policies of Czech and Slovak Republics, it particularly targets comparison of operational programmes within established indicators and evaluates the realization of their implementation.
Comparison of operational programs for human resources development and employment in the Czech Republic and Slovakia

This thesis deals with introducing operational programs in Czech and Slovak Rebublics in the past as well as in the present. The introductory section is focused on the past period 2007-2013 in the Czech Republic and Slovakia, where I describe existing operating programmes, their distribution according to individual objectives and their short characteristic. In the following section I focus on the present period 2014-2020. In this part I mention changes in comparing to previous period, focusing on the Partnership Agreement. I also deal with the Operational Program Human Resources and Employment in the Czech Republic for the period 2007-2013 and with the Operational Program Employment in the Czech Republic for the period 2014-2020. At the end of my thesis I deal with the Operational Program Employment and Social Inclusion in Slovakia for the period 2007-2013 and with the Operational Program Human Resources, Employment and Inclusion in Slovakia for the 2014-2020 period. In the last part of my thesis I made some charts with brief and summery comparisions which are focused on operational programs for development of human resources and employment in the Czech republic and Slovakia in the past and in the Czech republic and Slovakia in the present.
Structural Funds in European Union in the field of Tourism in the past and current programming period

The diploma thesis deals with the structural funds of European Union in the past (2007 - 2013) and current programming period 2014 - 2020. The main objective of the work is to compare the possibilities of drawing EU funds for tourism developmenet in the two periods. Work also aims to evaluate the effectiveness of fund implementation in the previos programming period on the example of specific project. The work is divided into three main chapters. The first one deals with the theoretical aspects in the realation between Czech republic and European Union. The second one is focused on the regional policy in Czech republic and its implementation through operational programs. The most important part of the chapter discusses tourism support the two periods. The last chapter analyses the effectivnes of project in tourism funded by structural funds and its contribution to increase the competitivness of tourism industry in Czech republic.
The rural development and its funding from the EU budget

The bachelor thesis deals with the rural development and its funding from the EU budget and its the goal is to evaluate the programming period 2007 2013 from the perspective of the rural development in South Bohemia. The theoretical part is oriented to the characteristics of the rural area, rural municipalities and methodologies to classify regions into urban or rural. It also explains the role of the EU regional policy regarding the rural development. There is a detailed description of objectives of the programming period from 2007 to 2013, too. In the practical part, there is a quantitative analysis, which is focused on the use of the EU funding to municipalities and its results are compared with a qualitative analysis, which was done through a questionnaire survey conducted with mayors of rural municipalities of different sizes. The results of the survey will be used for construction of comparative graphs.
