Social dialog in local government in the Czech Republic

The aim of this work is to describe the quality of social dialogue in local government in the area of Czech Republic, to find out if there is, in the presence of trade union in the local government institutions, a positive influence on civil servants working for local authorities and if the impacts on austerity measures realized are reduced. For this purpose, it is important to give a detailed description of a position and function that the local government in the public sector in the Czech Republic has and to clarify a position of civil servants working for local authorities. In this work, there is also described the system of social dialog and there are analyzed the social dialog institutions with the aim of the local government. In order to find out the trade union influence over the public servants working for local authorities satisfaction, it is carried out a survey at all levels of local government. It is found a little influence on the satisfaction that the trade unions have, resulting from a relatively poor labor union organized character. This situation is, in connection with austerity measures, one cause of the social dialog in the public sector ineffectiveness.
Activities of local government organs and draft methodological approach in dealing with disruption of food supply

The theme of my thesis was published with the title of local government activities and a proposal of the methodological approach in dealing with the disruption of food supplies. The objective of my thesis was to outline the local government and also to focus on its activities. It also describes the basic principles of emergency planning as part of preparatory measures for dealing with crisis situations, including crisis situations with the disruption of food supplies with large-scale consequences. My thesis also contains a general overview of the economic measures for crisis situations, which includes regulatory measures. The regulatory measures are a central subject of my thesis research. The objective of my thesis was to create a proposal of the methodological approach in dealing with the disruption of food supplies. A presumptive hypothesis was subsequently formed for this objective. This thesis is classified as a theoretical type of qualifying work. This type of thesis is accompanied by a formative evaluation as a minimum. An essential basis for the work on this thesis was a relevant and rich source base. This platform was used for performing a comparison of published literary sources, current legislation, methodological proposals and procedures related to this issue. Based on analytical and critical approach, the data acquired was assessed and processed into a draft methodological guide. The draft methodological approach in dealing with the disruption of food supplies consists of two basic parts. The methodological guide is intended for local authorities that can use it in their planning documents for dealing with emergencies and crisis situations. The proposed methodology should help local governments in dealing with crisis situations with food supply disruptions and simplify orientation in the issue of economic measures for crisis situations, which include regulatory measures. It would be suitable to inform local authorities about the issue of economic measures for crisis situations, focusing on regulatory measures concerning the solutions to crisis situations with food supply disruptions with large-scale consequences, through training and professional seminars on the issue.
Differences in the financial management of different size categories of municipalities and their assessment

This thesis focuses on financial management of different size categories of municipalities, differences between them and their assessment. It is divided into two parts: theoretical-methodological part and following analytical part. The former one focuses on the status and functions of municipal government in the public administration system of Czech Republic, both currently and in terms of historical development that preceded the present state and also affected it. Furthermore, this part focuses on general financial management of municipalities in the Czech Republic, shows the structure of municipal budgets and their development in recent years. It also introduces the issue of budgetary tax allocation, which focuses on its development from the 90th years of the 20th century and planned changes in the future. The analytical part is then focused more on differences in the financial management of different size categories of municipalities. Based on the findings of research reports assesses the development undergone by the financial management of different size categories in the years 2006 -- 2010, where it focuses particularly on small municipalities that are often discussed as problematical in terms of their efficiency. Part of the analytical work is formed by author's own analysis of revenue and expenditure side of budgets of selected three municipalities in the years 2006 -- 2010 in terms of their structure and development in the reporting period. The municipalities were chosen to represent smaller municipalities (201 -- 1 000 inhabitants), medium-sized towns (10 001 -- 20 000 inhabitants) and also large towns (50 0001 -- 100 000 inhabitants). Subsequently, the data for each municipality are compared with each other, with an average of municipalities throughout the whole republic, as well as with the average of the appropriate size category to which a given municipality belongs to. In order to be able to compare the data and in order to eliminate any fluctuations between years, all the data are used in average numbers and in the per capita form.
Tax revenues of municipalities in times of economic crisis

The thesis looks at tax income development in selected municipalities during economic crisis, that started at the and of 2008. The selected municipalities are Karlova Studánka, Dobrá and cities Bílovec and Opava. The thesis takes into account proposed changes in tax assignment, which have not yet been approved by parliament. The proposed change is expected to increase income of municipalities from shared taxes. The first two chapters contain general description of municipality financing and development of tax assignment since the formation of czech tax system. Third chapter focuses on the impact of the financial crisis on the local and regional governments of European countries. Fourth chapter contains analysis of local and property taxes development in selected municipalities focused on crisis years. Last chapter provides a calculation of tax income from shared taxes for selected municipalities according to proposed model of tax assignment.
Educational programs and projects focused on improving of the organisation and managerial skills of the representatives of small municipalities

This diploma thesis focuses on the research of education of representatives of small municipalities. This education is very important, because it influences the level of community management and the quality of life for its inhabitants. Education is currently not obligatory, however the introduction of a wide spectrum of educational programs contributes to professionalization of the government and especially of the local government. The theoretical part of this thesis monitors approaches to the study of the legal status of the municipalities and their legal competences and decision-making autonomy. The practical part deals with the issue of the importance of education for representatives of small municipalities. This issue is analyzed in a particular area of the region Podřipsko, which is the region with a relatively high number of small municipalities. The thesis puts great stress on the result of the questionnaire-research which was done in small municipalities and on the result of the interviews, which were arranged with the representatives of the educational institutions. These results have contributed to the better understanding of the problem and to meeting the goal of the thesis.
Analysis of the Possibility to Draw Financial Means on the European Union's Funds for the Financing of Developing Activities in Municipalities, a concrete manifestation on an example of a municipality (town) in the Slovak Republic

Aim of this work is to analyze the possibility of drawing funds from European Union funds to finance community development activities. Given that the Slovak Republic is an EU member, is also able to draw funds from these sources and improve the living standard of citizens. Based on previous development of public finances, reform of local government, the structure of income and expenditure of municipalities in Slovakia and analysis of the specific communities, work assesses the impact of actually drawn from EU funds on the municipal budget, a municipality to be self -- financing EU projects and predicts the development in the future.
The scope of the local government bodies in the field of social services demonstrated in examples of the town of Sokolov and district of Karlovy Vary

The thesis deals with the scope of the local government bodies in the field of social services. The work focuses not only the legal regulations, but also their genesis and the methods of financing. For better understanding the providing of social services is described od the examples of town Sokolov and Karlovarsky's district. The main sources of information was the analysis of relevant literature, legal regulations, statistical yearbooks and free materials of the town Sokolov and Karlovarsky's district.
The accounting of local governments on the example of municipal district Praha-Petrovice

This bachelor thesis deals with budget management and accounting of local governments, particularly in terms of municipal districts of the capital city of Prague. The position of local governments and municipal districts within the public sector in the Czech Republic is defined in this thesis. The main goal is to define accounting of local governments after the start of the accounting reform of public finances. The thesis also deals with the municipality`s economic review and financial analysis of municipalities. Selected parts of thesis are specified in particular terms of the municipal district Praha-Petrovice.
The Use of the Geographic Technology on the lower level of Self-Government

The bachelor's thesis describes the ways and means of geographic information technologies usage on lower levels of local governments in the Czech Republic. In its beginning the thesis presents theoretical capabilities of geographic systems, as well as usage of those systems by municipal authorities and process of their selection. The crux of the thesis is description and presentation of services offered by various municipal authorities in terms of geographic information technologies and a complete research of four particular bureaus. The end of the thesis contains both evaluation and collection of general recommendations including recommendations for the chosen bureaus.
The Optimalization of Municipal and State Taxes in Municipality Budget Revenues

The master´s thesis on the theme Optimalization local fees and taxes of municipal budget deals with the local fees, the budgetary allocation of taxes and tax revenues of practicular municipality. The entire thesis is concentrating on the village as basic level of the local authority. Within literature search, this thesis treats of basic concepts such as local fees, fee elements, theory public finance, the budgetary allocation of taxes, fikal federalism and tax autonomy. In the firs part I deal with the essentials characteristic of the village corresponding to the municipal low. The second part is devoted to the issue of municipalities. The practical part is focused on an analysis of revenues of municipalities and is application to a particular municipality. I chose the town called a Kardašova Řečice. In this town I was born and now I live there.
