Implementation of supported employment in the Czech Republic

Bachelor thesis "Implementation of supported employment in the Czech Republic" attends to a service, which has been developing in the Czech Republic since 1995, but it has not been regulated by law yet. Supported employment provides support for people, who are disadvantaged in area job opportunities with aim to improve their self-reliance and to enable them to participate at the open labour market. First theoretical concepts related to supported employment are introduced. Then supported employment is defined with emphasis on its characterization, target group and inception of this service. In view of the fact there is no legal regulation of supported employment, the bachelor thesis deals with possibilities of implementation of supported employment in the Czech Republic and their regulation in legislation. For more understanding of the process of realization of supported employment there are defined actors and their role in this process. The thesis also introduces a form of supported employment in Norway and the Slovak Republic.
The integration of people with intellectual disabilities in society and their employability in the labor market

The theoretical part of the thesis entitled "The integration of people with intellectual disabilities into society and their opportunities in the labor market" is divided into three chapters. The first chapter is devoted to the definition of mental retardation, which is struggling with terminological confusion, concretely the disputation of the use of the term mental disability versus mental retardation. In addition, this chapter includes classification of mental retardation according to the degree of mental disability and a brief description of each of these stages. This chapter continues with a disquisition of the etiology of mental disability and finally there is a description of the specifics of people with mental disabilities, which are manifested in sensory perception, memory, attention and emotivity. The second chapter is devoted to the education and training, including training opportunities with respect to the degree of mental disability. There is also mentioned today's trend of integration and inclusion in education and the associated very necessary function of the special education teacher and an assistant teacher. The third chapter is devoted to the employment of people with mental disabilities. This chapter defines the legislative framework related to the employment of these people and represents the career opportunities which are offered to them. The practical part is based on qualitative research that was implemented through structured interviews with open questions. The research sample were consistedof employers of people with mental disabilities in the region Vysočina and seven interviews were realized there. For the realization of structured interviews it was necessary to determine the exact wording and order of questions. The interview included seventeen questions that were designed to detect characteristic information about the organization that employs people with intellectual disabilities and what are their experiences. Furthermore, what is the view of the employers at the current situation of employment of people with mental disabilities and what forms of support they use. The aim of the thesis was to introduce the issue of employment of people with mental disabilities from the perspective of employers in the region Vysočina. The thesis also shows us the current list of employers who employ people with mental disabilities in this region. Based on the research results, it is clear that employers of people with mental disabilities are both non-profit and profit organizations, but profit organization are struggling with financial problems. Except of these financial problems, the employers of these people are also atruggling with the lack of support from the state and also with the discrimination against people with mental disabilities, which still has prevailed in today´s society. An interesting finding is also the fact that people with mental disabilities find employment in various sectors, but it is always the ancillary works. The thesis could be an inspiration for both employers, who people with intellectual disabilities employ, as well as for employers, who do not employ these people. In this theses, both types of employers could find hints and tips there on how to implement and improve their intention to employ these people. A great asset of this thesis is also a comprehensive list of current employers of people with mental disabilities in the region Vysočina that can serve families or organizations that provide care for people with mental disabilities who are seeking employment in current labor market.
Employment of people with disabilities as part of Diversity management in IBM

The thesis is focused on employment of people with special needs as part of Diversity management. The thesis includes the analysis of current situation in IBM focused on Diversity management using special Checklist for diversity. Objective of the thesis is then to identify opportunities for optimization of the processes with focus on employment of people with disabilities. For more effective recruitment process, thesis includes also analysis of agencies of supported employment and the services provided. The practical part is supplemented by mapping of possibilities for getting financial support for employment of people with disabilities. For both analyses, semi structured interviews were used. Together with the basic principles for communication with people with special needs described in theoretical part, the thesis may serve as a manual for employment of those people not only for IBM.
Employment of people with disabilities, analysis of their position from the perspective of employer for selected companies in Písek.

This diploma thesis examines the factors affecting the employment of people with disabilities from the perspective of employers in the local labor market in Písek. The aim is to determine whether the employment of people with disabilities is financially advantageous. One part of this work summarizes the legislative framework and comparison of supported employment in Austria and in the Czech Republic. Data analysis of four companies focuses on several criteria such as the amount of subsidies, staff turnover rate, other administrative costs and so on. Local survey represents opinions and experiences of employers. The benefits of this diploma thesis are the quantification of financial advantages and disadvantages associated with the employment of people with disabilities and proposals for institutional provisions.
EMPLOYMENT of PERSONS with DISABILITIES PROTECTED JOBS in the SOUTH BOHEMIAN REGION

The bachelor thesis deals with the employment of disabled people and with their integration into the labour market - the open labour market or the protected one. The theoretical part points out particular situation of disabled people. It is concerned with the pre-vocational and vocational training, the possibilities of occupational rehabilitations and the following success in the labour market thanks to help desks of Job centre or in non-profit sector within the supported employment. Practical part deals with research based on quantitative research using the techniques of the questionnaire and the interview. The main aim of the thesis is to map and analyse sheltered workshops in South Bohemian region, and to find out how to possibly increase the success of disabled people in the labour market. The subsidiary aim is the comparison of situations in the labour market between districts České Budějovice and Tábor. As for the research, there are four hypotheses. H1: Employers are little interested in the employment of disabled people because of low qualification and frequent sickness absence. H2: It is too complicated to raise money from Job centre for foundation of sheltered workshop. H3: The amount of contributions to support the employment of disabled people at sheltered workshops is insufficient. H4: The employers who take the disabled people into employment reward their employees for their work done. According to the results of research, H1 was not confirmed. H2 was not confirmed since the employers do not find the process of asking for contributions complicated. H3 was not confirmed as well, because it turned out that the employers do not consider the amount of contributions to support employing disabled people insufficient. H4 was confirmed, the employers really reward their employees for their work done, and some of them even add rewards for well-done work. The results of this bachelor thesis can provide a feedback about the activity of Job centre workers.
Supported Emplayment from the Perspective of Emplayers

The philosophy of supported employment in the Czech Republic has been developing for over than twenty years. Nevertheless this service is still neglected and only a few non-profit organizations put it into practice. The service is not legislatively based and also the society does not have a clear opinion on employment of people with disabilities. Current labour market situation is not advantageous at all. Therefore some support of disabled people looking for a job is becoming more necessary and required. The employers are an important part of the whole problems, because their attitude to the idea of supported employment plays a significant role. The bachelor's thesis "Supported Employment from the Perspective of Employers" has pretentions to look into supported employment from the employers' point of view. They are not active initiators of the service, but they are important participants for its successful realization. The theoretical part of the thesis tries to describe the basic problems. It covers the service of supported employment from historical development to its importance. It focuses on special characteristics of disabilities and their social impact on human beings. The closing part is dedicated to working opportunities for people with disabilities in the circumstances of current legislative and economic situation. The practical part is written in the form of a qualitative research. The method of questioning and semi-structured interviews were used for the purposes of the research. Eight people were chosen intentionally for the survey. The data gained from the interviews were analysed with the method of open coding. The main aim of the thesis was to map out empoyers' experience with the service of supported employment. Motivation of employers to put this service into practice was the next part of the research. The question was: "What reasons for realization of supported employment do predominate by employers?" The research showed the most frequent facts, which predestine the integration possibility of disabled people in open labour market fundamentally. After the interviews and answering the questions of the research, it was possible to describe the employers' experience with the supported employment service and also their main incentives for its realization. It was found out that employers' experience with the supported employment service is quite limited. Employers often get to know it through the agency for supported employment, which is not only the initiator of cooperation, but it also plays an important role when a disabled person is being employed. An important point of successful employment is often how the emploeyer is satisfied with the agency. The employment of disabled people often brings certain risks connected with the limits of disabilities. Employers, who enable disabled people to work, are aware of that. The impulse for employment can vary from financial advantages, company philantrophy to personal solidarity of the employer. Social responsibility of the company is becoming a trend, that many employers start to know. But it can be presumed to influence the employment of more people with disabilities and at the same time the looking up the supported employment service by the employers. This bachelor's thesis can be contributive to understanding the importance of employment for disabled people's living. It brings information about the employers' experience with the realization of supported employment and motivation to the realization. It can also help to uncover integration obstacles of people with disabilities in open labour market.
The Analysis of a Selected Quality Label (Czech Quality Programme): "Supported Employment"

The bachelor thesis introduces the Czech Quality Programme (CzQ), in which there are 19 quality labels currently listed. Since 2005 there is also the Quality Label Supported Employment in the Czech Quality Programme. The practical part is dedicated to the presentation of the label and its subsequent analysis, based on the results of a questionnaire survey conducted at the level of individual holders, administrator of the label and the other providers of supported employment. In the final part the current situation of supported employment in the Czech Republic is depicted as well as its influence on the Quality Label Supported Employment and the strengths and weaknesses of the label.
Transition programme

The author focused her thesis on the transition from school to work in people with mental disabilities. The Current Status section provides the basic terminology definition of mental disability. The Quantitative Evaluation section captures the division and characteristics of individual degrees of mental disability. These are followed by a description of individual signs and causes of mental disability. To achieve a theoretical balance of the thesis, abilities of people with mental disabilities are assessed also in terms of a qualitative personality structure. The thesis describes specific characteristics of mental functions: perception, memory, thinking, attention, emotivity, and volitive traits. The thesis mentions documents affecting the rights of people with mental disabilities and it emphasises the right to education and employment. Opportunities for upbringing and education of persons with mental disabilities are monitored by their age and within the Czech educational system. Job opportunities for young people with mental disabilities are governed by the Employment Act and specific social programs also have their impacts; they are, for example, supported employment and transition programme, which provide support to people with mental disabilities in fulfilling their right to employment and integration into the mainstream society. The objective of the thesis is to describe the method of the transition programme and the definition of the supporting factors affecting the degree of inclusion in the occupational environment. To answer the set research questions, the author chose a qualitative research. The qualitative research is conducted through a case study. The author chose the following methods of data collection: participant observation, document analysis, and problem-focused interview, using instructions, with the parents of young mentally disabled people who have used or still use the transition programme service. The course of the programme and the fulfilment of the set objectives are influenced by the user?s personality, his or her natural social environment, schools and teachers, employers and workplace environment, and the consultant?s personality and the quality of their work with the user. The author perceives the transition programme as a specific programme, defined by legislation, of social rehabilitation service, which has its established place in an open civil society.
Employers practical experience with caring of low handicapped persons in České Budějovice country and barriers keep off their integration to procedure

Mentally retarded children, teenagers and adults form a specific, one of the most numerous, group among handicapped people. Mental retardation is a mental impairment characterised by subaverage intelectual functioning, different development of psychic qualities and limitations in adaptive behaviour. It is usually caused by an organic brain damage. The retardation is not a disease, it´s a long-life handicap. The findings of the research has shown that persons with a mild mental retardation hardly ever find a job in the open labour market or in the sheltered workshops. However, the employers are not also concerned in providing these people with a job.
