Protective Therapy and Preventive Detention

The primary aim of this work is to summarize and evaluate the current legislation for institutions providing compulsory treatment and preventive detention, and if possible to also provide a comprehensive overview of the development of these institutions, ordering and discharging them, with respect to the relevant decisions of the court. This work consists of six chapters, with each one dealing with individual aspects of these institutions, and the introductory chapter mainly explains the circumstances behind the choice of this theme and their impact on the assignment and goal of this work. Another chapter is devoted to the historical development of compulsory treatment and preventive detention. It is demonstrated here how these institutions developed in Europe, as well as the development of protective measures before the establishment of independent Czechoslovakia, namely until the adoption of the Safe Detention Act and embedding compulsory treatment and preventive detention in the new Criminal Code. The third chapter is devoted to protective measures as a whole. It describes what is actually meant by protective measures, which parts of these institutions belong to this category, and in particular it shows major differences between punishment and protective measures. - PROTECTIVE THERAPY AND PREVENTIVE DETENTION This paper is concerning two types of protective measures in Czech criminal law - protective therapy and preventive detention. The goal was to introduce and then deeply analyze these two legal institutes. I particularly focused on preventive detention as it was only recently put in force in the Czech republic. In the introductory chapter, I briefly described the nature of protective measures as a whole. I also outlined some major differences between protective measures and penalties, gave some insight into the history of protective measures in Czech lands and explained a few important terms, e.g. insanity or drug addiction, which are widely used in this area of law. The following chapter deals with protective therapy and its key features, namely its imposing, execution and duration. The next one summarizes basic elements of preventive detention, which are in many ways similar to those in the previous chapter. I tried to point out the grounds on which preventive detention was embraced by Czech law and also to analyze the differences between both these protective measures. Security detention in the Czech Republic and its legal regulation in England and Wales

Security detention represents a new type of protective measure, which became part of the first amendment to the Criminal Code and then in the broader sense of its recodification, with effect from 1.1.2009, respectively 2010. Security detention aimed to deal with a pressing social problem regarding the treatment of certain particularly dangerous patiens in psychiatric hospitals. While studying the problem I contacted the then chief of the detention Institute in Brno, MD. Petr Stožický who provided me with qualified information on the practical operation of the first detention institute within the Czech Republic. The available laws, comments and controversy in 2010 ranged broadly at a theoretical level. The study contains the legislation of a similar programme in England and Wales.
Protective treatment in the prison

The bachelor thesis is focused on the issue of protective treatment in the prison. The aim is to define the basic forms of safeguards in connection to current legislation and to bring the individual protective measures and types of treatment, summarize the issues and assess them in terms of their contribution. The first section provides basic laws, which are related to this topic. The second section is devoted to prison system in the Czech Republic. Additionally, there are described treatment programs and specialized departments. The last two sections summarize the findings about the development, purpose, classification and duration of protective measures and also about security of the detention. Processed are the targets of protective treatment, its storage, basic types of treatment and their characteristics.
Decision Risks Management Methods

This thesis deals with the matter of risk managament in IT projects. It explains the importance of risk management in such projects and shows different ways and methods of managing and analyzing the risks. After explaining the basic concepts and the various phases of risk management the text focuses on two methods of risk analysis - the fault tree analysis of event tree analysis. Use of both methods is explained for both quantitative and qualitative analyses. The second half of the work includes the design of an application for the support of risk analysis employing the methods of fault tree analysis and event tree analysis. This is followed by a description of the implementation of the proposed system in a web environment using jQuery, Nette Framework and Dibi.
Provision of interim and substitute accommodation of citizens evacuated from zone of emergency planning of nuclear power plant Dukovany

The bachelor´s thesis is focused on Provision of interim and substitute accommodation of citizens evacuated from zone of emergency planning of nuclear power plant Dukovany. The introduction deals with crisis situation and general characteristics of nuclear power plant Dukovany. Description of radiation accident, related risks and how can we protect before its occurrence follow. The next part of my bachelor´s thesis deals with the external emergency plan of nuclear power plant Dukovany, the evacuation of the citizens and their substitute and long-term accommodation. I concentrated on the problem: „What could be done with evacuated citizens, how should they be cared for? “ What are responsibilities of mayors of the receiving and evacuated communities got. Of course, also legislative provisions are discussed too. The last chapter is devoted to my proposal, how can be issues related to the resettlement of the citizens solved. At the end I summarize knowledge I have received during my investigation.
Analysis of the possibility to perform evacuation of inhabitants at the pre-leakage phase of radiation accident in nuclear power plant conditions

Nuclear facility accidents involving leaks of radioactive substances into the environment might have serious radiobiological impacts on inhabitants in some cases and would require immediate or subsequent protective measures from iodine prophylaxis and hiding to evacuation or permanent resettlement. The first part of the thesis describes the conditions of nuclear facility operation, technology of the Temelin nuclear power plant, including description of technology and function of emergency systems and the basic principles of security, and environment protection. It also describes the principles and aims of nuclear safety, radiation protection and accident preparedness. A more detailed description of accident preparedness at the Temelin power plant including links to the External Emergency Plan and announcement of safety measures for inhabitants follows. The aim of the thesis is to evaluate the decision making process on announcement of evacuation in the pre-leak phase of radiation accident from the point of view of the Temelin nuclear plant operator?s possibilities. The part Methodology includes a description of RTARC software for evaluation of radiological impacts of radioactive substance leakage into the environment of the Temelin nuclear plant in case of radiation accident. The set of source members (event scenarios) used for the calculation is also described there. The chapter Results presents and assesses the RTARC calculations. We may say upon analyses of the results that application of the decision making support programme is beneficial and is practically able to help with efficient protection of citizens in the final effect. For a part of the considered source members evacuation on pre-leak phase cannot be recommended with regard to the quick progress and leakage of radioactive substances into the environment.
