The buildable areas in the physical plan of Klatovy during the period 1994-2014

The thesis is focused on buildable areas of the town of Klatovy which represent main trends of potencial urban development in the district. The first aim of the thesis is to analyze the development of buildable zone of the town of Klatovy from 1994 to 2014. The second aim is to find out causes why another buildable areas were established in the physical plan of Klatovy in the period 1994-2014. To achieve these aims, firstly, an analysis of buildable areas was performed to evaluate a process of establishment and a process of using town buildable areas. Secondly, directed interviews were conducted with representatives of public administration as key persons of physical planning. The results of the thesis show that there was an excessive amount of established buildable areas which weren't utilized to a large extent. The main reasons for establishing new buildable areas during the assessed period related to the requirements of landowners and to an open attitude of town representatives to their approval. Legal issues of limitation of land use in municipal land use plan from the point of view of the environment

The aim of this Master Thesis is to introduce the term of the land use limits in context with the urban planning process and protection of environment. The first and second chapter contains of the specification and clarifications of the key terms - land use limits, urban planning process, its instruments, urban planning documentation etc. Third chapter of the Master thesis defines the function and status of the land use limits in the urban planning process. Following chapter which includes the introduction of the individual types of the land use limit including the concrete examples which we can encounter in the urban planning process and which are important for the protection of the environment. The key fifth chapter includes the analysis of the issues of the land use limits classification in the land use plans according to the previous legal regulation and according to the contemporary legal regulation. The explanation of the differences between the municipal land use plan adoption processes follows. In conclusion there is an analysis of the incorrect classification of the land use limits in the land use plans and its consequences. Railway brownfields - potential of the city. Case study of Bubny railway station.

The railway, that brought the industrial expansion to the medieval walls of Prague in the 19th century, left there a hundred years later immense, undivided lucrative spaces, that are overdimensioned for the requirements of the current railway transportation. The railway brownfields now offer their potential to integrate themselves into the city organism, connect the already existing housing areas and create new, multifunctional city quarters. This thesis introduces the issue of the railway brownfield transformation in both historical context, and the context of nowadays approach to spatial planning. The case study presents the brownfield of the Praha-Bubny railway station and the organisations, that are creating the image of the brownfield's future transformation, as well as their partial goals and ideas about the newly forming space. The Impact of Citizens' Initiative on the Urban Development The Case Study of Vyšehrad Station

The aim of the bachelor theses "Význam občanských iniciativ na rozvoji města - případová studie nádraží Vyšehrad" is to find a way how the citizens' initiative are involved in the development of the city, what resources they use and whether their activity is effective. The theoretical part of the theses introduces the basics of the community theory and research of local development, there is also included an explanation of Czech laws about citizens' initiatives and the urban planning process. The research is based on the case study of Vyšehrad station and involved groups. The main methods were semi-structured interviews with involved subjects and also detailed study of documents and newspaper articles. In the research there were identified three main types of initiatives. Members of citywide associations are mainly professionals. They help locals to be able to fight for their neighborhood and be a successful participant of the urban planning process. Local movements are more powerful because of strong identification with local issues and bigger amount of time and energy of its members. But those groups are not established in the city center because they fight against big projects built in the outskirts of the city. Legal regulation of air pollution on municipal level

The thesis deals with the legal regulation of air protection on the municipal level. It is focused on providing an overview of legal instruments which are available on the municipal level, as well as the evaluation of their sufficiency and efficiency and point out the most significant instruments and some shortcomings of recent legislation. Some chosen instruments embodied in Czech law are compared with relevant German regulation. Also some specific, arguable constitutional aspects are taken in consideration and evaluated. The thesis provides a comparison of the old and the new Act on the Protection of Air at the field of interest.
Environmental impact assessment (EIA, SEA)

This diploma thesis deals with environmental impact assessment, and is mainly focused on so-called SEA procedure. The objective of this thesis is to analyse how the Czech law reflects the requirements prescribed by international and European law. The first paragraph provides the definition of the whole concept of environmental impact assessment procedure and enumerates legal principals having a substantial influence on the formation and application of legislation. In the second paragraph, the thesis looks back to the historical roots of procedure and it also describes EIA procedure in details. Furthermore, in this paragraph the main international and European legislation are being analysed. The requirements, which are essential for the Czech legislation, are also being identified. The third paragraph probes the general form of SEA procedure in the Czech legislation and the conformity of the Czech legislation contained in the Environmental Impact Assessment Act making provisions for the requirements of international and European law is examined as well. In the last paragraph, the special form of SEA procedure within the Building Act is being described. Strategic Environmental Assessment is carried out as a part of spatial and land use planning.
Land-use planning as a tool for environmental protection

Very important tool of environmental protection is land-use planning which is subject of this work and which deals with town and country planning. Town and country planning ensures the preconditions for sustainable development of the area by means of continuous and complex solution of useful utilization and spatial arrangement of the area with the aim of achieving the harmony of public and private priorities in relation to the development of the area.In my work I dedicate space to conceptual tools of land-use planning such as planning analytical materials, planning studies, spatial development policy, planning documentation. Of course I analyze also functioning of public administration in country and town planning in my work. It is important for understanding of a theme to determine its foundations that is based on.No less important tool as a part of my work that serve for environmental protection is Environmental Impact Assessment. Land-use planning as an instrument of environmental protection

This thesis deals with the land-use planning as an instrument of environmental protection. The main part of the thesis is focused on public participation in the process of land-use planning and analyses its efectivity. The thesis describes general tasks and terms of land-use planning, define theirs targets and solutions at the beginning. It defines the legal arrangement of the topic including actual amendment of Building Act, which was accepted since 1. 1. 2013. Further it describes the instruments of environmental protection and it is focused on general forms of the arrangement, in which the most of land-use planning instruments are issued. Then come after characteristic of the position of the authorities and instruments, which they have to behave in public interest and which are connected with processing and implementation. The special focus is given to attend of public in land-use planning. At first the single institutions, which enable conection of public resort to the land- use planning, are described. The building Act and the protection of archeological heritage

The aim of diploma thesis titled The Building Act and the protection of archeological heritage is the introduction of preservation of archeological sites related to contemporary building boom. Sources of law devoted to this topic are primarily the Building Act which regulates town and country planning as the instrument of preventive protection of archeological heritage and secondly the Preservation of Monuments Act that enshrines rights and duties of builders concerning to their activities due to the protection of archeological sites.
