Judicial review of administrative decisions in the area of television and radio broadcasting

55 Abstract - Judicial Review of Administrative Decisions in the Area of Television and Radio Broadcasting The aim of the thesis is firstly analyzing the system of radio and television broadcasting in the Czech Republic and the legal environment in which this system exists. In the beginning the thesis describes historical development of broadcasting in our country since monopoly state broadcasting system to the present dual system, which enables private subjects to run their own broadcasting. Furthermore, the thesis analyzes the role of the Czech Broadcasting Council as a central administrative body in the scope of media market. The Council grants broadcasting licences and registrations but primarily supervises whether broadcasters fulfil their duties established in the Broadcasting Act. In case they do not, the Council releases an administrative decision and may impose sanctions against broadcasters. The crucial part of this thesis deals with judicial review of the above mentioned administrative decisions. It describes legal regulation of the judicial review and deals with basic questions regarding the content of broadcasting. The thesis "Media Regulation and its Representation in Czech Newspapers from 1991 until 2011" concerns in its theoretical part with legal regulation of media in the Czech Republic, in particular with regulation of three basic media sectors - press, radio and television broadcasting and internet. It defines basic statutes in the scope of media law and analyzes the most important legal provisions, including the activity of regulatory bodies. Furthermore, the thesis compares the Czech regulation of media with regulation in selected foreign countries. Their selection and categorization is based on three media systems as defined in the book of Daniel C. Hallin and Paolo Mancini "Comparing Media Systems". In the second part, the thesis concerns with practical analysis of media content of two Czech dailies MF Dnes and Právo in the period from 1991 until 2011. The analysis deals with articles which are somehow connected to the issue of broadcasting and press media regulation. It tries to deduce how the dailies present media regulation and if emphasizing of particular topics could influence legislative acts regulating media. The bachelor thesis "Comparison of political authorities' representation based on the example of Czech Prime Minister Mirek Topolánek" deals in its theoretical part with the relation between politics and media, their mutual influence and dependence. It concentrates mainly on the process of political presentation. It is necessary for politicians to build their positive image because then they can assert themselves in political competition. In its second part this thesis deals with the practical analysis of the representation of Czech Prime Minister Mirek Topolánek. It uses qualitative research of the three leading newspapers in the Czech Republic - MF Dnes, Právo and Blesk. The main aim is to create an output in the form of basic features of the prime minister's representation, with reference to the concept of stereotyping.
