French European Policy in the period 2007-2009

My diploma thesis "French European policy in the period 2007 - 2009" deals with analysis of the current role of France within the European structures during the period of time defined by the election of Nicolas Sarkozy as President of the Republic and the appointment of the government of François Fillon. At the beginning of the 1990's the international environment had radically changed, not only due to the disintegration of the Communist bloc, but changes also turned up because of the acceleration of global processes. New types of threats occurred, the capacity and power of states on the global level transformed and the changes reached also the internal structures of the European Union. In the course of 12 years, 15 new countries entered the EU and also the significance of other actors in the internal processes increased. The main aim of the thesis is to describe the gradual adaptation of the chosen Member State to the changes mentioned above. As the overall aim of my work I would like to prove that France is forced to cooperate with other Member States, institutions and other actors in a more open way, because its political leaders are unable to achieve its interests independently. The attitude of France towards the US security policy

One of the most surprising aspects of the renaissance of scholarly interest in culture has been the emerging consensus in national security policy studies that culture effects significantly grand strategy and state behaviour. Therefore, the paper tries to advance rigorous procedures for testing for the existence and influence of security and strategic culture of different national states. It builds mainly on the definition of Alastair I. Johnston (1995) and Jeffrey S. Lantis (2002), who relate security and strategic culture with the definition of main goals/objectives of the state in security affairs and with ways of achieving them. As a case study, the paper will evaluate the approaches of the United States and France towards security threats in the early 21st century, especially towards the threat of global terrorism. It will assess whether and why when achieving security objectives, defined at the highest political level, persuasive or coercive strategy and military or non-military tools were preferred; whether negotiations, diplomacy and political pressure were favoured, or whether it was rather opted for deployment of armed forces and warfare. The text attempts to show how the differences in security and strategic culture, American and French particular identities, values, norms and perceptive lens might lead to different understandings of terrorism as global security threat and to distinct measures taken in the fight against it.

French diplomacy has a long and rich history; it used to be one of the most important players on the international scene and even in the present it seeks to influence it. The aim of this thesis is to describe how this country by force of the internal legislation regulates the status of its diplomatic agents and how it treats foreign representatives who come here to assume the Foreign Service. It's generally known that France is a country with complicated administrative apparatus, bureaucracy and system of precepts of law. We can suppose that the diplomatic one will be alike and this thesis attempts to overcome these difficulties.

Nicolas Sarkozy nastoupil do funkce francouzského prezidenta dne 16. května 2007. Práce zachycuje posun v přístupu francouzského prezidenta k cílům zahraniční politiky, zabývá se hloubkou změn jejích jednotlivých prostředků a zároveň hodnotí některé realizované či plánované záměry, které nový prezident prosazoval na mezinárodní scéně v období jednoho roku (2007 ? 2008).
