Development of professional and public policy discourse in certain documents of antidrug policy in the Czech Republic

This paper deals with a development of certain aspects of discourse between authors of technical and policy science papers pertaining to antidrug policies in time period of 1993 - 2010. The basic question of my research is: What kind of discourse has been taking place among the authors of these documents? I try to asses whether this discourse has changed over the years and how. I analyze those selected documents that were essential for establishing of antidrug policy and development this policy has undergone from the beginning until now. My paper examines progress and changes in labeling the problem itself, labeling of actual users and approach to proposed solutions. Analysis of content focuses on hidden meanings in the language used and uncovers attitudes and opinions of the authors in regard of drug problem. My study also describes the development of antidrug policy in Czech Republic during the above mentioned period and in this context describes and labels those aspects of system of values that have served as basis for key documents of antidrug policy. As a theoretical framework I have chosen a theory based on premiss that language used by authors of the documents also has impact on the situation of the actual users themselves.

Abstrakt Disertační práce prezentuje výsledky empirického šetření provedeného v roce 2009, jehož cílem byla identifikace stanovisek a perspektiv aktérů české drogové politiky týkajících se užívání nelegálních drog a souvisejících problémů. Práce vychází z teorie koalic aktérů, která je aplikována na drogovou politiku v České republice. Ta je spolu se stručnou analýzou rozsahu a závažnosti problému zasazena do kontextu vývoje drogových politik ve světě a EU a jsou popsány její prvky a aktéři. Empirické šetření aktérů bylo provedeno pomocí metody Q, která ve vzorku 24 účastníků identifikovala celkem tři nezávislé faktory reprezentující tři odlišné perspektivy. Mezi účastníky dominuje perspektiva kladoucí důraz na pragmatismus a odbornost, která se od zbylých dvou odlišuje ve vnímání míry závažnosti problému a skeptičtějším pohledem na nelegální status drog a související vymáhání práva. Corruption in the Customs Administration of the CR

Thesis "Corruption in the Czech Customs Administration" is focused on the issue of corruption and the causes of corrupt behaviour of Czech customs officials. The primary task of this work was to determine whether it is the disorganization of the armed force or the individual deviance which influences the level of corruption in the Czech Customs Administration more. The secondary task was to elicit the level of corruption as it is perceived by the customs officials themselves and on the basis of the acquired information to suggest some anti-corruption measures. The theory of social disorganization and the theory of social deviancy were used as the basis for this work. The data required for the decision whether it is the disorganization of the armed force or the individual deviance which influences the level of corruption in the Czech Customs Administration more and the data for the findings of the corruption level as it is perceived by the customs officials was collected from a quantitative research. Negative, defamatory and mocking political campaigns in the Czech Republic in the years 2006 - 2010 and their effects on public politics [THESIS TEMPORARILY NOT PUBLICLY AVAILABLE]

The phenomenon of political marketing entered - together with democratic political competition - the Czech Republic after 1989. Together with parliamentary elections in 2006 a strong negative election campaigns appeared. The parliamentary elections in 2007 proved a stalemate and they launched a long period of political instability. An unusually sharp and mostly negative election campaign proceeded in the Czech Republic continuously during the years 2006 - 2010. For the first time foreign advisory firms prepared strategies for the biggest political parties - ČSSD and ODS. The election campaigns were characteristic not only of mass enter of negativism imported by the foreign consultants, but also of a great number of anonymous mocking and defamatory political advertisements, the customer and the payer of which was unknown and unable to find. The negative campaigns then introduced both the question of ethical limits in the election marketing and of the harmful influence of opaqueness in contracting and financing the campaigns. The thesis is dealing with regularities of political marketing which got control of Czech political scene in 2006 - 2010, and it formulates hypotheses about the possible effecs of negative, defamatory and mocking political campaigns on the environment of Czech public politics.

The characteristics of the German occupation politics in Kingdom of Denmark and Protectorate Böhmen und Mähren during the World War II

Téma druhé světové války a především Protektorátu Čechy a Morava je českou historiografií pečlivě zpracováváno, i v dnešní době se setkává s intenzivním zájmem nejen vědecké veřejnosti, ale také publicistiky a širokého čtenářstva. O Protektorátu Cechy a Morava bylo napsáno mnoho prací a mohlo by se zdát, že při zkoumání tohoto období českých dějin již nemůžeme objevovat nové skutečnosti. Přesto nadále existují i možnosti nových náhledů. Jedním z nich je například srovnání vývoje v Čechách a na Moravě se situací v jiných Němci okupovaných zemích. Pro tuto práci jsem zvolil Dánsko, zemi Protektorátu podobnou rozlohou i postavením v tehdejší Evropě. Již v meziválečném období měly oba státy, byť jeden svým zřízením byl parlamentní monarchií a druhý republikou, mnoho společného. Kupříkladu demokratický vývoj a mírovou politiku, avšak bohužel i nebezpečného souseda, nacistické Německo, jež na ně ve svých expanzivních plánech také nezapomnělo. Téma mne zaujalo právě širokými možnostmi zkoumat a porovnávat nám již dobře známou okupační politiku Němců na našem území s postupem nacistů na Jutském poloostrově a přilehlých ostrovech, které tvoří Dánské království. Labour Market Policies of the Czech Republic and Kyrgyzstan : A Comparative Analysis

This thesis conducts a comparative analysis of the labour market policies of the Czech Republic and Kyrgyzstan. Through the comparative analysis advantages and shortcomings of labour market polices are revealed. It further examines the role and effectiveness of various instruments or institutional patterns used by the government, such as employment services, action plans and finance of employment policies over the years. The research findings show that in most regards, the Czech Republic has more effective labour policies. However, shortcomings remain in both Czech Republic and Kyrgyzstan. Evaluation of the implementation and own evaluation of selected products of EQUAL Initiative

Thesis titled " Evaluation of the implementation and own evaluation of selected products of EQUAL Initiative", analyzes the qualitative value of innovative products EQUAL Initiative and monitor how successfully developed products are implemented into policy, and used by competent authorities, which as Labour Offices. Based on deep insight into the problems of products EQUAL Initiative I analyze their qualitative values using compiled evaluation criteria. Subsequently, we can tell which products are in result of better and worse. The second part of analysis is focused on staff opinion survey implementation structures, focusing on the experiences and use of products EQUAL Initiative practice at the target. A prerequisite for this work is that public funds invested in the project activities should be valuated by the maximum way possible, so the recommendations outlined trying to appeal to the start of the final implementation of innovative products EQUAL Initiative and its dissemination in active politics.

Evaluation of Minimal Preventive Programs in Elementary Schools with Bearings to Prague 5

The thesis deals with minimal preventive programs in elementary schools in Prague and research of evaluation of these programs. Theoretical background is on evaluation of public policy, the school as an educational institution, risk behavior and primary prevention. The research is qualitative in nature and based on semi-structured interviews, and on the analysis of minimal prevention programs in elementary schools in Prague 5. Work includes design of a single structure of these programs and design of an evaluation tool for external evaluators. Programs from Prague 5 are evaluated on the basis of this evaluation tool. Subsequently the best program is analyzed as an example of good practice in a case study.
