Activism During Czech Presidency of the Council of the EU: Human Rights Advocacy of Amnesty International Czech Republic

The thesis explores the unique structure of political opportunity that emerged in front of Czech civil society organizations during the Czech presidency to the Council of the EU. Case study analyses how the Czech section of Amnesty International (AI CR) influenced public- policy agenda in the area of human rights. The starting point for the thesis is the formulation of the problem which is considered to be the weak influence of civil society organizations over public policy agenda as well as in-adequate use of the structure of political opportunity. Based on the structure of political opportunity theory we sought to determine whether the organization succeeded in mobilization of its internal structure and resources. We also focused on the transnational aspect of the opportunity. We tested the validity of hypotheses in a quantitative way when we measured the indicators of transactional capacity and mobilization capacity. According to the results AI CR was not able to mobilize enough activists. On the other hand, it was able to use the opportunity for transnational mobilization and networking. The most successful methods of activism proved to be those without confrontation. Further, the organizational structure of the organization is affected by bureaucracy which impedes its mobilization potential.
Citizens participation in the town life on a case study in Mnichovice

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city. Advocacy Coalitions and Making of Domectic Violence Policies in the Czech Republic

The research objective of this diploma theses is to deeply understand the proces of policy change in the field of prevention and fight against domestic violence in the Czech republic. The aim of the research part of the theses is to identify the main resources and factors of the policy and belief change, which determine the policies in the field of prevention and fight against the domestic violence. This means the orientation among key policy change actors and identification of advocacy coalitions that enforced policy changes. The research design was case study based on the semistructured interviews with experts and key actors. The Advocacy Coalition Framework has proved to be useful in drawing attention to the notion of changing values and belies systems as key source of policy change. It also highlighted the need to take into account factors external to the policy subsystem under investigation. Potential usefulness of the Framework can be found in further application to the field of human rights issues in the Czech republic.
Problems of implementation of environmental education in high schools in Prague

This thesis examines prerequisites of the implementation of environmental education in the Czech Republic. It identifies fundamental problems of the current implementation of environmental education and presents key points which the policy should focus on in order to improve the quality of environmental education. This is achieved by analysing public documents and a research of the actual execution of environmental education on high schools in Prague. Environmental education is considered to be the primary instrument to apply the concept of sustainable development. The methodology is based on an analysis of primary and secondary qualitative and quantitative data. The theory of implementation is used as the theoretic basis of the thesis. A research of the execution of environmental education on different types of schools is included. There are subtle differences in the way how different types of schools implement environmental education, the most developed education is on technical high schools which provide four-year programmes concluded by graduation. Participation of UN in humanitarian crisis caused by armed conflict, focused on humanitarian intervention

This diploma work "Participation of UN in humanitarian crisis caused by armed conflict, focused on humanitarian intervention" devotes to problems with using humanitarian intervention as one of the most controversial measures, that were reaction to humanitarian crisis, caused by armed conflicts. It focuses on humanitarian intervention of first half of 90's, when this concept was stigmatised by unsuccessful solutions to armed conflicts in Rwanda and Somalia. It tries to reveal fouls, which UN committed in these conflicts and maps out the pretences at balancing with these fouls and taking instruction to the future. Furthermore it devotes to questions which using concept of humanitarian intervention stired up and new concept Responsiblity to protect is also gone with the same questions. This work maps out measures of UN, which are using in case of armed conflicts and shift of opinion from the term humanitarian intervention to concept Responsibility to protect, which implemention is stiring up lively discussion. Nevertheless this concept was unanimously voted by all member countries in Summit OSN 2005. Efforts of international security and peace with be ever actual issue a this issue should be at front of all people's interest.
Formation and implementation of communal policies in border regions, the particular example of a town Moravská Třebová

This thesis "Formation and implementation of communal policies in border regions, the particular example of a town Moravská Třebová" has been focusing on processes of formation of development conceptions in a small domicile on the border of Bohemia and Moravia which were affected by economic crisis in key fields of industry of local production at the end of 20th century. It was necessary to introduce processes of strategic planning and to set goals and directions to emphasise the economic situation and development of basis of society, f. e. social issues and a public life in general. The thesis follows four different kinds of policy - overall strategic conception, strategy of economic development, plan for development of social service and important investment project. In final chapters there is an evaluation of autonomy role within forming of this particular policy and ability of town managament to implement them accordingly.

Diploma thesis "Relevance of the Regional Development Agencies in the Relation to the Regional Development" in the forepart puts regional development agencies to the context of the theoretic frameworks, which works with during their analysis. It is possible to classify the regional development agencies as significant actors in the area of regional development. The goal of this diploma thesis is to notify the importance of the regional development agencies using quantification of inputs and outputs of their activities to sort the agencies into different categories. The categorization of the regional development agencies will form conditions for partial comparison and evaluation of operation of these agencies.
The role of the citizens and civil participation - development or slow death of democracy?

This thesis focuses on the central concept, which is civic participation. Problematic base is significant deficit of the czech democratic systém in relation to civic participation. This is reflected on practise through separation and undeveloped communication with citizens. Thesis strives to describe some of the causes of this. Term of civic participation is thinked of in relation to democracy, but also in the context of public policy and ethics. Thesis strives to capture the irreplaceable importance of civicparticipation in relation to development and stability of democratic mechanisms. Thesis is also focusing on its important function of checking the execution of public authority. Therefore, there are also analyzed different control tools (participatory control tools) which enable citizens to effective public control. The thesis points out the lack of ethical debate throughout the company, which has negativ impact not only for civic participation, but also for the quality of public policy and democracy as a whole. Explanation of mutually conditional relationship between civic participation, ethic and public policy and their benefits for democracy, is an important part of the thesis. Methodology for creation of conceptual documents for culture development and tourism support using participatory approaches

The methodology describes the process of creation of conceptual document for culture. It deals with culture in the complex way so it enables overlapping with other areas of local development. The process of creation of the document is introduced as a part of broader approach of cultural planning. Involvement of local community and application of participatory approach belong to its key attributes. The methodology is primarily intended for small and mid-size towns.

The report summarizes the results of the research project Social and Institutional Conditionality of Culture Development and Cultural Heritage Maintaining in the Regional Setting and its Exploitation for Effective Organisation of the Regional Cultural Activities. The main of the project was paid to research on relations between social, economic and political characteristics of the inhabitants and regional cultural distinctiveness; research on relations between characteristics of the institutions supporting or organising cultural activities, public administration particularly, as well as non-profit and private sector organisations, and impact of their activity on culture development, on cultural heritage accessibility and local democracy deepening; research on openness of these institutions toward themselves and toward general public, research on the practices supporting public participation in planning, organisation and realisation of cultural activities. In the last stage of the project, Methodology for creation of conceptual documents for culture development and tourism support using participatory approaches was developed.
