Tato práce zkoumá fenomén Public Private Partnership (dále jen ,,PPP'') a jeho využití v oblasti dopravní infrastruktury České republiky, a to konkrétně při výstavbě dálnice D3. Klade si za cíl zodpovědět na otázku, zda je koncept PPP vhodný pro výstavbu dálniční infrastruktury České republiky. V podmínkách stále rostoucího deficitu veřejných financí a hledání úspor je důraz kladen především na efektivnost, použitelnost a zohlednění rizika, při zadávání finančně náročných staveb a jedním z možných léků by mohlo být právě skloubení veřejného se soukromým sektorem. V teoretické části zpracuji obecný rámec PPP projektů, zaměřím se na jednotlivé formy, výhody, rizika a rozeberu důvody, kvůli kterým skončily některé z pilotních projektů neúspěchem. Analytická část poslouží k rozboru výstavby jihočeské dálnice D3 a její komparaci s dálnicí D47, pilotním projektem 1. Vlny PPP v České republice a dále s obdobným projektem již vytvořeným formou PPP v zahraničí, a to maďarskou dálniční stavbou M1/ M15. Tímto získáme výstup potřebný k zodpovězení námi položené otázky, zda je v podmínkách České republiky, co se ekonomických aspektů týče, efektivní realizace výstavby dálniční infrastruktury formou PPP. This work examines Public Private Partnership phenomenon and its usage in Czech Republic's road-traffic infrastructure, in D3 highway specificaly. As a purpose I chose answering the question of possibility and appropriateness of building road-traffic infrastructure in Czech Republic thanks to PPP. In these days, we are facing accelerating deficit of public treasure, emphasis is put into effectiveness, usability and avoid of risk in refer to extremely expensive projects. And one of the possible cure could be cooperation between public and private sector. In theoretical part I will compile common framework of PPP then I will decompose reasons of failure of pilot PPP projects in Czech Republic. In the second part I'm going to analyse D3 highway and compare this project with D47 highway, formed by first wave of PPP and also with analogous one abroad, the M1/ M15 project in Hungary. Those datas should be sufficient to give us the answer to the question -- if it is possible to build road-traffic infrastructure effectively in conditions which Czech Republic offers.
