Práce se zabývá aktivní politikou zaměstnanosti v okrese Pelhřimov, zejména se zaměřuje na rekvalifikace -- jeden z nejvíce využívaných nástrojů aktivní politiky zaměstnanosti. Účast v rekvalifikacích má vliv nejen na zaměstnanost, ale i na zaměstnatelnost a obecně na celkovou kvalitu života zúčastněných. Tato práce zkoumá úspěšnost rekvalifikací realizovaných v okrese Pelhřimov v letech 2008-2010 z hlediska jejich vlivu na zaměstnanost účastníků. K hodnocení úspěšnosti je použita metoda analýzy hrubých efektů rekvalifikací. Práce také popisuje charakter lokálního trhu práce a hodnotí institucionální charakter aktivní politiky zaměstnanosti z pohledu Úřadu práce v Pelhřimově. Rovněž je provedena analýza cílenosti rekvalifikací - faktoru, který ovlivňuje úspěšnost rekvalifikací. Současně práce vyhodnocuje pohled klíčových zaměstnavatelů na lokálním trhu práce na rekvalifikace a na uplatnitelnost jejich absolventů na trhu práce. The thesis deals with the active labour market policy in the Pelhrimov district, particularly it focuses on retraining -- one of the most used instrument of active labour market policy. Participation in retraining affects not only employment but also employability and overall quality of the life of participants. This thesis examines efficiency of retraining implemented in the Pelhrimov district in years 2008-2010 in terms of their impact on the employment of participants. To evaluate the efficiency the method of analysis of gross effects is used. The thesis also describes the nature of the local labour market and evaluates the institutional character of active labour market policy from the perspective of Employment office in Pelhrimov. The thesis also analyses targeting of retraining -- a factor that influences the efficiency of retraining. Simultaneously, the thesis evaluates the view of key employers on the local labour market on retraining and employability of their graduates in the labour market.
