Cílem bakalářské práce je rozlišení dopadů systemické finanční krize a daňové politiky státu na příjmovou stranu státního rozpočtu ČR v období 2008-2010. Věnuji se teoretickému rozboru vzniku finančních krizí a analyzuji původ i průběh nejzávažnější globální finanční krize od Velké hospodářské deprese. To vše v návaznosti na hospodářskou situaci a vývoj veřejných financí v USA a ve vybraných zemích EU včetně Islandu. Stěžejní část práce charakterizuje ekonomickou pozici České republiky v krizovém období a její stav veřejných financí. Podrobně se zaměřuji na státní rozpočty z let 2009 a 2010. Detailní rozbor dat na příjmové straně SR a znalost daňového systému ve zmiňovaných letech mi dal pevný základ pro analýzu hlavního cíle práce. Daňová reforma z let 2008 se podstatným způsobem podílela na velikosti schodku státního rozpočtu. Nejvíce ovlivnila plnění daně z příjmů fyzických osob. V závěru jsou shrnuty reformní snahy stávající vlády k omezení veřejných výdajů, zhodnocení dopadů těchto změn na veřejnost a možnosti řešení deficitu veřejných financí. The aim of this thesis is the distinction of impact of systemic financial crisis and state tax policy on the revenue side of the state budget in 2008-2010. I focuse on theoretical analysis of the financial crisis and analyze the origins and conduct of the most serious global financial crisis since the Great Depression. All this in response to the economic situation and development of public finances in the U.S. and selected EU countries, including Iceland. The central part is characterized by the economic position of the Czech Republic in the crisis period and the condition of public finances. I focuse in detail on the state budgets in the years 2009 and 2010. Detailed analysis of data on the revenue side of the state budget and the knowledge of the tax system in the mentioned period gave me a solid basic for the analysis of the main aim of the thesis. The tax reforms of 2008, substantially contributed to the size of the state budget deficit. The revenue of the personal income tax was the most affected. The conclusion summarizes the current effort of government to reform and reduce public spending, assessing the impact of these changes on public and how to solve the deficit of public finances.
