126 Volební formule poměrného zastoupení pod vlivem většinotvorných prvků (na příkladu voleb do Poslanecké sněmovny PČR 1992-2021) Abstrakt Rigorózní práce zkoumá právní úpravy poměrných volebních systémů se zaměřením na specifickou ústavní úpravu voleb v České republice. Zaměřuje se na volby do Poslanecké sněmovny Parlamentu České republiky, u kterých hraje zcela významnou roli článek 18 Ústavy jako ústavní regulativ požadující poměrnost volebního nastavení. Právě proporcionalita je v celé práci nejčastěji zkoumanou a skloňovanou vlastností volebních systémů. V obecné části práce se nejprve popisuje historický kontext pro volby na území Českých zemí. Dále se práce pokouší z hlediska teorie popsat základní rozdíly mezi většinovými a poměrnými volebními systémy. Konkrétně popisuje širokou škálu parametrů poměrného volebního systému, které mají vliv na výsledné složení parlamentů. Uvádí, jak často jsou dnes jednotlivé parametry volebních systémů používány v zahraničí. Kdo, kdy a proč je začal používat. Následně se práce též krátce zabývá vývojem volebního zákona pro volby do Poslanecké sněmovny od roku 1990. Ve zvláštní části dochází k aplikaci starších, současných i zvažovaných nastavení volebních systémů na reálné výsledky jednotlivých voleb do Poslanecké sněmovny od roku 1992 do roku 2021. Toto srovnání je... 127 Electoral formula of proportional representation under the influence of majority elements (on the example of the Czech parliamentary elections 1992- 2021) Abstract This rigorous thesis deals with legal regulations of proportional electoral systems, focusing on the specific constitutional regulation in the Czech Republic. It focuses on the elections to the Chamber of Deputies of the Parliament of the Czech Republic in which Article 18 of the Constitution plays a very important role as a constitutional regulation requiring proportionality in the electoral setting. Proportionality is the feature of electoral systems that is most often investigated and emphasized throughout the work. The general part of the thesis first describes the historical context for the elections in the territory of the Czech lands. Furthermore, the work attempts to describe the basic differences between the majority and the proportional electoral systems from the theoretical point of view. Specifically, it describes a wide range of parameters of the proportional electoral system that influence the resulting composition of parliaments. It indicates how often individual parameters of electoral systems are used abroad today. Who, when and why started using them.
