Tématem diplomové práce jsou otázky spojené s financováním státního dluhu. V současnosti se problematika státního dluhu stává stále více aktuální, zejména jako následek stamiliardových schodků státního rozpočtu Česka. Nadto se jedná o oblast, která ovlivňuje přímo či nepřímo každou osobu v Česku. Je proto žádoucí se tématu věnovat důkladně, protože se jedná o problematiku, která má multigenerační rozměr a důsledky dnešního rozpočtového jednání mohou způsobit silně nepříjemné konsekvence budoucím generacím. Přestože je výše českého zadlužení v porovnání se zeměmi Evropské unie relativně nízká, ve 4. čtvrtletí roku 2022 se stalo Česko s velkým odstupem nejrychleji se zadlužující zemí v Evropské unii. Práce je celkem rozdělena do tří částí. První část uvádí čtenáře do problematiky a popisuje klíčové mechanismy fungování státního rozpočtu. Popisuje, co je to státní dluh, jaké jsou jeho příčiny a z jakého důvodu státní dluh v posledních letech konstantně narůstá o řádově vyšší částky, než jak tomu bylo uplynulém desetiletí. Jako zásadní problém pro veřejné finance v Česku jsou identifikovány mandatorní a kvazimandatorní výdaje, kterým je věnována zvláštní pozornost, a to včetně modelového příkladu, který poukazuje na riziko spojené s těmito typy výdajů. Druhá část práce popisuje klíčové důsledky existence... The topic of the thesis are issues related to the government debt financing. Nowadays, the issue of the state debt is becoming more and more topical, especially as a result of the hundreds of billions of Czech budget deficits. Moreover, it is an area that affects directly or indirectly every person in the Czechia. It is therefore desirable to address the subject thoroughly, because it is an issue that has a multi-generational dimension and the consequences of today's budget negotiations may cause very unpleasant consequences for future generations. Although the level of Czech debt is relatively low compared with the countries of the European Union, in the fourth quarter of 2022, the Czech Republic became, by a wide margin, the fastest-debting country in the European Union. The thesis is divided into three parts.The first part introduces the reader to the issues and describes the key mechanisms of the functioning of the state budget.It describes what the national debt is, what its causes are and why the national debt has been growing steadily by orders of magnitude higher in recent years than it has been in the past decade.
