Diplomová práce se zabývá příčinami fenoménu free-ridingu a přístupem k plnění závazků vůči NATO a burden-sharingu obecně u "nových" členů NATO. Pro výzkum bylo zvoleno období 2015-2019 a metoda kvalitativní komparativní analýzy (QCA) v kombinaci se třemi případovými studiemi. QCA se zaměřila na čtyři nezávislé proměnné - ekonomickou situaci, vnímanou míru hrozby, strategickou kulturu (atlantismus/evropeismus) a ideologickou orientaci vlády (levice/pravice). Vnímaná míra hrozby se ukázala být nezbytnou a potenciálně i dostatečnou proměnnou. Mezi zkoumanými případy však nebyl takový, který by dostatečnost empiricky potvrdil. Nejjednodušší kombinací proměnných, která vedla k plnění závazků a byla podepřena existujícím případem, byla kombinace intenzivně vnímané míry hrozby a strategické kultury charakteristické atlantismem. Neboť již existující výzkumy na téma freeridingu naznačují, že se jedná o multikauzální fenomén, autor se kloní k názoru, že tato zmíněná kombinace proměnných je nejjednodušší dostatečnou. Ekonomická situace se ukázala bez významnějšího vlivu. Výsledky QCA rovněž označují ideologickou orientaci vlády jako bez významného vlivu. Případové studie však naznačují, že charakteristiky vlády jako je autoritářství, populismus a regionální ambice mohou zapříčinit nárůst v plnění závazků i... The diploma thesis focuses on the causes of the phenomenon of free-riding and the approach to fulfilling commitments towards NATO and burden-sharing in general in the cases of "new" NATO members. The timeframe of 2015-2019 and the qualitative comparative analysis (QCA) method combined with three case studies (Lithuania, Hungary, Romania) were chosen for the research. The QCA focused on four independent variables - economic situation, perceived level of threat, strategic culture (Atlantism/Europeanism) and ideological orientation of the government (left/right). The perceived level of threat proved to be a necessary and potentially sufficient variable. However, among the investigated cases, there was none empirically confirming the sufficiency. The simplest combination of variables that led to fulfilling the commitments and was supported by an existing case was a combination of an intensely perceived level of threat and the strategic culture characteristic of Atlanticism. Because already existing research on free-riding indicates that it is a multi-causal phenomenon, the author is inclined to the opinion that the mentioned combination of variables is the simplest sufficient combination.
