Hlavním tématem diplomové práce je nově vznikající územní plán hlavního města Prahy, který se nazývá Metropolitní plán. Diplomová práce je zaměřena na pražský Metropolitní plán a jejím hlavním cílem je vyhodnocení vlivu aktérů územního plánování na přípravu, projednání a schválení dokumentu. Dále se diplomová práce věnuje zhodnocení míry zapojení těchto aktérů a jejich skutečnou možnost ovlivnit tvorbu dokumentace. V úvodu práce jsou rozebrány teoretické koncepty, které sledují roli aktérů územního plánování, hodnotí význam participace a zaměřují se na rozdílné přístupy k postupu zpracování a projednání územních plánů. Teoretická východiska se opírají o diskusi přístupů k územnímu plánování a organizaci veřejné správy, tedy o hodnocení regulatorních přístupů založených na konceptu TOP - DOWN a na druhé straně koncepčních nástrojů, které vycházejí z konceptu BOTTOM - UP přístupů. Diskutovány jsou také rozdíly mezi regulačním a participativním pojetí těchto nástrojů. V teoretické části práce jsou dále zdůrazněny typy organizace veřejné správy a jejich vliv na územní plánování a způsob rozhodování o něm. V neposlední řadě je také důraz kladen na rozdílné přístupy k participaci lokálních aktérů, která je zejména v územním plánování velmi důležitým konceptem. V praktické části je využita především... The main topic of the master's thesis is a newly emerging spatial plan of the Capital city Prague which is called the Metropolitan Plan. The aim of the thesis is to examine and evaluate the impact of the local actors on a planning process of creating the spatial plan and the extensive documentation that the process requires. The thesis also assesses the real engagement rate of the local actors with the planning process and their actual ability to affect the creation of the planning documentation. The theoretical part of this thesis is based on several concepts that are crucial for further research. The concepts discuss approaches to the spatial planning, the public administration organization and two different approaches to the spatial planning, which are regulatory TOP - DOWN and conceptual BOTTOM - UP. Furthermore, the thesis explains different types of the public administration organization, their influence on the spatial planning and the decision- making process based on the different types of organization. In addition, the study also explains the theory of participation, which is a notably important theory, especially in the spatial planning process.
