Diplomová práce si klade za cíl identifikovat vzdělávací potřeby státních zaměstnanců vykonávajících u Českého telekomunikačního úřadu agendu ochrany spotřebitele a na základě provedené analýzy vzdělávacích potřeb navrhnout tomuto okruhu zaměstnanců vhodné vzdělávací aktivity v zájmu zefektivnění výkonu správních činností. Za účelem komplexního uchopení problematiky vzdělávání státních zaměstnanců se diplomová práce v teoretické části nejprve zabývá obecnými charakteristikami podnikového vzdělávání. Vysvětluje také pojem kompetence a popisuje možnosti využití kompetenčního modelování v personálních procesech. Nedílnou součástí teoretické části diplomové práce je kapitola věnující se vzdělávání státních zaměstnanců v kontextu aktuální právní úpravy. Empirická část práce sestává z metodologie. Definuje výzkumný cíl a výzkumné otázky. Dále popisuje celý proces realizované analýzy vzdělávacích potřeb od předpřípravné fáze až po návrh opatření. Shrnuje dílčí zjištění na základě výsledků realizovaného dotazníkového šetření, uskutečněných rozhovorů a analyzovaných interních dokumentů. Obsahuje také zpracovaný popis kompetencí pro dané pracovní zaměření a návrh kompetenčního modelu, který je možné využít v personálních procesech u Českého telekomunikačního úřadu. This diploma thesis has the goal of identifying the educational needs of civil servants carrying out administration of consumer protection for Czech Telecommunication Office and to propose suitable educational activities for this group of employees on the basis of an executed analysis of educational needs, in the interests of improving the effectiveness of administration. For the purpose of complex understanding of the issue of educating civil servants, the first part of this diploma thesis discusses the general characteristics of corporate education. It also explains the concept of competence and describes the possibility of utilising competency modelling in personnel processes. The chapter devoted to the education of civil servants in the context of current legal regulations, is an integral element of the theoretical part of this diploma thesis. The empirical part of this paper is devoted to the methodology. It defines the research goal and research questions. It also describes the entire process of the executed analysis of educational needs, from the pre- preparatory phase, to proposal of measures. It summarises individual findings on the basis of the results of the executed questionnaire survey, executed interviews and analysed internal documents.
