Tato bakalářská práce se zaměřuje především na popis současného nastavení českého systému prevence a pomoci osobám v bytové nouzi, tj. osobám vyloučeným ze standardního bydlení nebo tímto vyloučením přímo ohroženým, přičemž je pozornost věnována především sociální práci, sociálním službám, sociálním dávkám a sociálnímu bydlení, na které je pak kladen zvláštní důraz. Kromě obecného popisu těchto čtyř částí daného systému jsou v práci popisovány také s nimi související formální instituce v podobě zákonů, předpisů a koncepcí. Další cíl této práce se váže přímo k problematice sociálního bydlení. Práce popisuje fungování sektoru sociálního bydlení v České republice, přičemž poukazuje na problém související s neexistencí institucionálního rámce týkajícího se sociálního bydlení. Dále je v práci popsána Koncepce sociálního bydlení ČR 2015-2025, která především jednotně definuje systém sociálního bydlení České republiky. V rámci výzkumné části této bakalářské práce bylo využito designu případové studie, která se snaží zmapovat možnosti bydlení/ubytování pro nízkopříjmové domácnosti a domácnosti v bytové nouzi a fungování systému prevence a řešení sociálního vyloučení v oblasti bydlení v praxi na obecní úrovni, k čemuž zde jako modelový příklad slouží statutární město Mladá Boleslav. This thesis focuses on describing the setting of the Czech system of prevention and assistance to persons excluded from the standard housing or directly threatened by this exclusion, while attention is paid to social work, social services, social benefits and social housing, which is then given special emphasis. In addition to the general description of these four parts of the system, formal institutions in the form of laws, regulations and conceptions related to them are also described in this thesis. Another objective of this thesis is linked directly to the issue of social housing. The thesis describes the functioning of the social housing sector in the Czech Republic, drawing attention to a problem related to the lack of an institutional framework relating to social housing. The thesis also describes The Conception of Social Housing in the Czech Republic 2015-2025 (Koncepce sociálního bydlení ČR 2015-2025), which primarily defines a system of Czech social housing.
