[cze][eng] 1 SLUŽEBNÍ POMĚR ÚŘÍSLUŠNÍKŮ BEZPEČNOSTNÍCH SBORŮ Diplomová práce se zabývá problematikou služebního poměru příslušníků bezpečnostních sborů. Práce je rozdělena do tří hlavních částí, kdy první se zabývá historickou úpravou služby v bezpečnostních sborech, druhá se týká přípravy a vzniku nového zákona o služebním poměru a třetí se zabývá samotnou zákonnou úpravou, tak jak je zachycena v zákoně č. 361/2003 Sb., zákon o služebním poměru příslušníků bezpečnostních sborů, kdy účinnost tohoto zákona nastala 1.1.2007. Cílem je seznámit se všemi instituty, které zákon o služebním poměru příslušníků bezpečnostních sborů obsahuje, popsat je a případně najít nedostatky, které by do budoucna měly být odstraněny. Řídí se jím veškeré právní vztahy mezi příslušníky a bezpečnostními sbory, mezi které patří: Policie České Republiky, Hasičský záchranný sbor České republiky, Celní správa České republiky, Vězeňská služba České republiky, Bezpečnostní informační služba a Úřad pro zahraniční styky a informace. Jednotlivé části zákona o služebním poměru se vztahují na vznik, změnu a zánik služebního poměru, základní práva a povinnosti příslušníků, doba a podmínky výkonu služby, náhrada škody, služební příjem a řízení ve věcech služebního poměru. The work is divided into three main parts, the first is focused on the history of services in the security forces, the second part concerns the preparation and establishment of the new service law and the third discusses the legal regulation, as described in the Act No. 361/2003 Coll ., The law of service of Security Forces, the effectiveness of this act occurred on 1.1.2007. The main goal of this thesis is to clarify all the institutes, which The law of service of Security Forces includes, describe them and find the gaps, which should be removed in future. The Act edits all relationships between officers and security forces, which include: the Czech Republic Police, Fire Brigade of the Czech Republic, the Customs Administration of the Czech Republic, the Prison Service of the Czech Republic, the Security Information Service and the Office for Foreign Relations and Information.
