SHRNUTÍ Cílem této práce bylo teoretické uchopení aktuálního vývoje na poli smluvních nástrojů upravujících problematiku odzbrojení z pozice mezinárodního práva, resp. zasazení nové (resp. renegociované) koncepce smlouvy o omezení strategických zbraní mezi Ruskou federací a Spojenými státy americkými do širšího mezinárodně-smluvního kontextu, analýza nové odzbrojovací smlouvy označované Nový START, jež nahrazuje smlouvu START I, a její srovnání se smlouvami a návrhy smluv předcházejícími. Práce přitom shrnuje dlouhodobější vývoj bilaterálních smluvních koncepcí o redukci strategických zbraní mezi Spojenými státy a Ruskem, resp. Sovětským svazem, jenž sahá až hluboko do dob studené války a zahrnuje přelomová jednání okolo smluv SALT či INF. Práce si všímá nejen samotných textů smluv a jejich návrhů, nýbrž právě také jednotlivých fází jednání. Smlouva Nový START je pak předmětem detailnější analýzy v závěrečných dvou kapitolách, jakož i východiskem základní hypotézy práce předpokládající, že tato smlouva představuje logické pokračování bilaterálního odzbrojovacího procesu v rozsahu a způsobem použitým již v předcházející smlouvě START I, jenž těží ze zkušeností s předcházející smluvní úpravou. Za použití dvou primárních hledisek, tedy úpravy limitů strategických zbraní a nastavení kontrolních opatření, byla... Diarmament at the beginning of the 21st Century: Development of the contractual approaches on the reduction of strategic arms between the United States of America and the Russian Federation The aim of this diploma thesis is the theoretical assumption of the contemporary development of treaties instruments dealing with the disarmament dilemma from the international law's point of view, or setting the new (or renegotiated) treaty approach on reduction of the strategic arms between the Russian Federation and the United States of America into the wider context of international treaties, analysis of the new disarmament treaty denoted as The New START Treaty, which replaced START I Treaty, and its comparison with the previous treaties and drafts of treaties. In doing so this thesis also summarises the longer-range development of the bilateral treaty approaches on the reduction of strategic arms between the United States and Russia, or the Soviet Union respectivelly, which goes back deep into the times of the Cold War and comprises the crucial negotiations of SALT and INF treaties. The thesis focuses not only to the text of the treaties and their drafts alone but also on the particular stages of negotiations.
