Regulace lobbingu v České republice včetně návrhu de lege ferenda Transparentní lobbing a jeho regulace je přirozenou, žádoucí a potřebnou součástí fungování demokratických států. Regulace lobbingu cestou právní úpravy by se měla stát podstatným prvkem transparentnosti demokracií v 21. století; podstatným prvkem integrovaného systémového rozvoje sbližování občanské společnosti s veřejnými institucemi, vzájemné důvěry a transparentnosti vzájemných vztahů. Měla by umožnit občanům demokratické společnosti vykonávat jejich právo na veřejnou kontrolu procesů spojených s tvorbou zákonů, legislativních norem nižší právní síly a dalších důležitých rozhodnutí. Tato diplomová práce popisuje současný stav (březen 2016) úpravy lobbingu v České republice a vybírá dle autora vhodné varianty řešení regulace lobbingu do budoucna. Z důvodu, že lobbing není v České republice současně nijak legislativně vymezen, často bývá pejorativně zaměňován s korupcí a je obecně špatně vnímán veřejností. Cílem této práce je nabídnout možné přístupy k řešení problematiky regulace lobbingu. Diplomová práce je rozdělena do dvou kapitol. První kapitola se v prvních třech podkapitolách zabývá vymezením lobbingu v komunikačním procesu, obecnými a právními definicemi základních pojmů (lobbing, lobbista, lobbovaná osoba) a teoretickým... Regulation of lobbying in the Czech Republic including a proposal de lege ferenda Transparent lobbying and his regulation is natural and necessary part of functioning of democratic states. Regulation of lobbying done by legislation is supposed to be a fundamental element of transparency of democracies in 21st century; an essential element of an integrated system of development in approximation of civil society and public institutions, mutual trust and transparency in mutual relations. Regulated lobbying should enable citizens of a democratic society to exercise their right to public control of processes associated with the formation of laws, legal norms of lesser legal force and other important decisions. This thesis describes the current situation (March 2016) in the regulation of lobbying in the Czech Republic and choses, by author, suitable alternatives of solution to the lobbying regulation in the future. Due to the fact that lobbying is not regulated or defined by any law in the Czech Republic, lobbying is often pejoratively confused with corruption and generally misunderstood and negatively perceived by the public.
