[cze][eng] Resumé Tato diplomová práce se zabývá zákonným vymezením působnosti krajů a obcí s krátkým historickým exkursem do vývoje veřejné správy od roku 1848 po současnost. Bude se dále zabývat jednotlivými složkami samostatné a přenesené působnosti územních samosprávných celků i jejich normotvornou činností a s využitím dostupné judikatury se pokusí rozvést, co je vlastně obsahem zákonného zmocnění územních samosprávných celků k vydávání vlastních právních předpisů a jaké jsou jeho limity. Dále se bude věnovat srovnání úpravy české právní úpravy s úpravou evropskou, obsaženou v Evropské Chartě místní samosprávy. Cílem této diplomové práce je srovnat vymezení působnosti krajů a obcí, ať už v oblasti samostatné či přenesené, a případně poukázat na některé odlišnosti v tomto vymezení.This dissertation's intention is to deal with the legal demarcation of regions' and municipalities' jurisdiction, with short history excurs from year 1848 to the present. Next intention are individual components of the individual and delegated jurisdiction, regulatory activity and content statutory authorization to authority to legislate and its limits. Continue to be paid to comparison of czech and European legislation contained in the European Charter of Local Self- Government. The aim of this thesis is to compare the definition of regions and municipalities, of the individual or of delegated powers, and highlight some of the differences in this definition.
