Cílem této práce je vytvořit informační systém pro participativní rozpočet, kde lidé mohou ovlivnit, jakým způsobem je zajištěn rozvoj kvality života občanů. Mohou navrhovat své nápady, jak vylepšit své okolí nebo uskutečnit akci z peněz poskytnutých z rozpočtu obce. Zvolený problém jsem vyřešil způsobem, jenž má za úkol spojit občany se zastupitelstvem a zlepšit tak vzájemnou komunikaci. Občan může v systému zastávat roli navrhovatele nebo hlasujícího. Navrhovatel předloží detailní návrh, který obsahuje název, místo provedení, popis, fotky a další informace. Pokud návrh získá dostatečnou podporu hlasujících a výsledek analýzy proveditelnosti je kladný, lze projekt realizovat. V praxi jsem vytvořil systém, který jsem konzultoval s členy zastupitelstva městského obvodu Ostrava-Svinov. Bylo mi umožněno provést průzkum mínění občanů obce. Webová aplikace avšak nebyla vyvinuta speciálně pro jednu obec, využít ji mohou i jiné subjekty, které by měly zájem.
The aim of this work is to create an information system for the participatory budgeting that the citizens could use to influence the development of their surroundings. The system allows them to suggest their own ideas how to improve their surroundings or to carry out an event with the money provided from the municipality's budget. I solved the chosen problem in a way that aims to connect citizens with the council and thus, improve the communication with the public. A citizen can play the role of a proposer or a voter in the system. The proposer submits a detailed proposal which includes a name, place of execution, description, photos and more. Furthermore, if it receives sufficient support from the voters and the result of the feasibility analysis is positive, the project can be performed. In practice, I created a system that I consulted with members of the Ostrava-Svinov municipal district council. I was allowed to conduct a survey of the citizens opinions. However, the web application was not developed specifically for one municipality, it can also be used by other entities that would be interested.
