Příspěvek se zabývá několika vybranými otázkami souvisejícími s třetí fází současné reformy veřejné správy v České republice. Pozornost je věnována zejména funkčním aspektům zmíněné reformy. Z hierarchického hlediska je příspěvek zaměřen na municipální úroveň, na níž existují nejvýznamnější disparity, které jsou způsobené velkým zastoupením malých obcí (definovaných jako obce do 1 000 obyvatel). Hlavním cílem je nalézt vhodné nástroje a opatření, jejichž implementace by mohla napomoci ke zlepšení funkčnosti a efektivnosti systému veřejné správy v rámci České republiky. The contribution deals with certain issues which are connected with the third period of the current public administration reform in the Czech Republic. The attention is paid especially to the functional aspects of the above-mentioned reform. From hierarchical point of view, the contribution is focused on the municipal level, where exist the most significant disparities caused by large occurrence of the small municipalities (defined as a municipality up to 1 000 inhabitants). The main objective is to find the most suitable measures and tools, which could be implemented in future to achieve improvements in the functioning and effectiveness of the public administration on the territory of the Czech Republic.
