[cze][eng] Tato bakalářská práce se zabývá zmapováním procesu schvalování kariérního řádu učitelů. Jednalo se o navrhovanou novelu zákona o pedagogických pracovnících, která by zaváděla kariérní systém pro učitele v ČR. Cílem této práce je zmapovat celý veřejně politický proces provázející tuto navrhovanou novelu a dospět k příčinám toho, proč nakonec nebyla tato novela přijata. Jako výzkumný design je zvolena případová studie. Z teoretických východisek je v práci využita především na teorii tří proudů. Prostřednictvím této teorie jsou vysvětlovány jednotlivé prvky a události vyskytující se v analyzovaném procesu. Pro analýzu aktérů je zvolen přístup dle východiska pro účast dle Colebatche. Pro orientaci ve zkoumaném veřejně politickém procesu využívá práce fázového modelu veřejně polického cyklu. Pro zisk relevantních informací pro analýzu byly provedeny dva rozhovory s aktéry tohoto veřejně politického procesu. Jejich prostřednictvím jsou identifikovány klíčové prvky ve zkoumaném procesu, a stejně tak jejich role v tomto procesu. Autor identifikuje v práci zásadní prvky a momenty v průběhu zkoumaného procesu a dochází k tomu, které z těchto prvků byly zásadní pro konečné nepřijetí kariérního řádu.This bachelor thesis deals with mapping of the process of approving the career order of teachers. It was a proposed amendment to the Act on Educational Staff, which would introduce a career system for teachers in the Czech Republic. The aim of this work is to map the whole public policy process accompanying this proposed amendment and to come to the reasons why this amendment was not adopted. A case study is chosen as a research design. The theoretical basis of the thesis uses mainly multi stream theory. Through this theory, the individual elements and events in the analyzed process are explained. For the analysis of actors, the approach based on the Colebatch's theory based on participation is chosen. The thesis uses phase model of a public policy cycle in order to orientate in the public policy process. Two interviews were conducted with the actors of this public policy process to obtain relevant analysis information. Through them, key elements are identified in the process under review, as well as their role in the process. The author in the thesis identifies the essential elements and moments in the process and finds out, which of these elements were essential for the ultimate non-acceptance of the career order.
