[cze][eng] Světová obchodní organizace (WTO) se dlouhodobě snaží o liberalizaci trhu a o zabraňování nárůstu protekcionismu. Tato bakalářská práce si klade za cíl otestovat vliv WTO, konkrétně pak vliv Mechanismu řešení sporů (DSM), na zabraňování nárůstu protekcionismu v době hospodářské krize z roku 2008. Předpokladem je deterenční efekt mechanismu, tj. v případě, že se v daném odvětví odehrává více sporů, pak bude dané odvětví méně náchylné k nárůstu protekcionismu. Druhým cílem je test relativní změny tarifních a netarifních bariér v období hospodářské krize. Očekávám, že netarifní bariéry narůstaly a průměrné tarifní sazby naopak klesaly, přičemž mezi nárůstem netarifních bariér a poklesem tarifních sazeb je předpokládán kompenzační efekt. V případě vysokého nárůstu netarifních bariér v jednom odvětví by mělo dojít k vysokému poklesu průměrných tarifních sazeb. S pomocí metody jednoduché regresní analýzy bylo zjištěno, že mezi počtem sporů v daném odvětví a nárůstem protekcionismu existuje negativní vztah. Rovněž bylo prokázáno, že zatímco netarifní bariéry v průběhu krize rostly, tarifní sazby se trvale snižovaly. Kompenzační efekt u obou bariér prokázán nebyl. Výstup této práce může posloužit v dalším výzkumu mezinárodních ekonomických organizací a jejich vlivu na liberalizaci trhu, případně vlivu na...The World Trade Organization (WTO) has sought to liberalize the international trade market and prevent the rise of protectionism. This bachelor thesis aims to test the impact of the WTO, in particular the impact of the Dispute Settlement Mechanism (DSM), on preventing the rise of protectionism in the times of economic crisis of 2008. The main assumption is the deterrent effect of the Mechanism, it means the more disputes are there in the concrete sector, the less is the sector susceptible to increased protectionism. The second objective is to test the relative change of tariff and non-tariff barriers in times of economic crisis. I expect that the non-tariff barriers have increased and the average tariff rates have decreased, while the compensatory effect is being predicted between the rise in non-tariff barriers and the decrease in tariff rates. In the case of a high increase in non-tariff barriers in one sector, there should be a sharp decline in average tariff rates. Using a simple regression analysis method, a negative relationship between the number of disputes in the sector and the increase in protectionism has been found.
