Příspěvek se zabývá vztahem občan – úředník – stát na příkladu utopického textu filozofa Bernarda Bolzana O nejlepším státě (tiskem Von dem besten Staate, 1932). Na počátku 20. století ocenil tuto práci národohospodář Albín Bráf, který však zdůrazňoval národní hledisko státní prosperity. The paper deals with the relationship between the citizen, bureoucracy and the state as put down by the philosopher Bernard Bolzano in his utopian work On the best state. Later, at the beginning of the 20th century, the economist Albín Bráf re-evaluated Bolzano´s approach, however, he put more stress on the national aspects of state prosperity.
