[cze][eng] S ohledem na doznívající dluhovou krizi v eurozóně se v nedávné době do popředí veřejné debaty dostalo téma veřejných financí, chronicky deficitních veřejných rozpočtů a problematiky udržitelnosti veřejného dluhu. Z tohoto důvodu opět došlo na diskuze o opodstatněnosti a udržitelnosti sociálního státu v podobě, jakou známe dnes. V diskuzích o zdraví veřejných financí je prakticky nemožné se vyhnout tématu největší nákladové položky veřejných rozpočtů, kterou bezesporu systémy sociálního zabezpečení, zdravotnictví a dalších služeb občanům jsou. Diplomová práce se zabývá vztahem veřejného zadlužení a veřejných výdajů na sociální stát starých členských zemí Evropské unie. Ve třech kapitolách analyzuje teoretická východiska sociálního státu a veřejného zadlužení, veřejné výdaje na sociální stát a jejich vliv na veřejné zadlužení, vliv ostatních rozpočtových složek a schopnosti státu vybrat daň. Hlavní otázkou je, zda země, které vydávají na sociální stát relativně více, jsou zároveň i relativně více zadlužené.With respect to the eurozone debt crisis, the topics of public finance, chronic deficits of public budgets and sustainability of public debt came to the foreground of public debate. Due to that the discussions on legitimacy and sustainability of the welfare state in the form we know it today. In the discussions on public finance health, it is practically impossible to avoid the biggest public expenditures component, which, no doubt, the systems of social security, healthcare and other public services are. The thesis is dedicated to relationship of public indebtedness and public expenditures on welfare state of the old member states of the European Union. In three chapters, it analyzes theoretical grounds of welfare state and public indebtedness, public expenditures on welfare state and their influence on the public debt, influence of other budgetary components and ability of the state to collect taxes. The main question is whether countries which are spending relatively more on welfare state, are at the same time relatively more indebted.
