[cze][eng] Tato práce se zabývá vztahy Evropské unie s Marokem s ohledem na jeho postup k ustavení demokracie. Maroko je politickým režimem, který si dlouhodobě udržuje svou kontinuitu a v jehož politické struktuře má král dominantní pozici. Cílem mé práce bylo zjistit, zda Unie po událostech arabského jara podporovala změnu tohoto systému pravidel, na kterém marocký režim stojí. Od devadesátých let se do popředí vzájemných vztahů EU a Maroka dostalo téma demokratizace. Přes několik selektivních politických reforem se však kvalitativně povaha marockého režimu nezměnila a dominantní exekutivní pozici si udržel nevolený marocký král. Po arabském jaru Evropská unie jasně deklarovala odklon od podpory nedemokratických režimů a představila nový zahraničně-politický rámec a řadu nových finančních instrumentů, které měly podporu demokratizace reflektovat. Jak dokládá má práce, v Maroku sice proběhlo několik politických reforem, ale podstata marockého systému zůstala nezměněna. Přesto se Maroko stalo největším příjemcem unijních financí z těchto nových instrumentů. Navíc skrze metodu rámování veřejného projevu marockého krále a představitelů EU je pak z mé práce zjevné, že unijní představitelé se z velké části také shodovali s marockým králem v jeho nastaveném diskurzu o demokratické povaze marockého režimu. Přestože...This work deals with the European Union's relations with Morocco with regard to its approach to democracy. Morocco's political regime has maintained for a long time its continuity in its political structure, where king possesses a dominant position. The aim of my work is to determine whether the Union after the events of the Arab spring supports a change of the system of rules on which the Moroccan regime stands. Since the nineties, EU has emphasized in its mutual relations the need of democratization. Despite several selective political reforms Moroccan regime has not qualitatively changed its nature and the dominant position was still held by the unelected Moroccan king. After the Arab Spring, the European Union declared clearly its shift away from support for undemocratic regimes and introduced a new foreign policy framework and a range of new financial instruments, which should support the democratization efforts of its partners. As evidenced in my work, although there were several political reforms, the essence of the Moroccan system remained unchanged. Yet Morocco has benefited from EU finances via these new instruments.
