Práce se zaměřuje na problematiku osob samostatně výdělečně činných. Snaží se prozkoumat vztah osob samostatně výdělečně činných a státního rozpočtu a veřejných financí obecně. Cílem jako takovým je se analýza vztahu mezi státním rozpočtem a platbami osob samostatně výdělečně činných, ale i propočet dvou modelů, znázorňujících varianty regulace a deregulace právní úpravy a nastavení plateb osob samostatně výdělečně činných. Za další si práce dává za sekundární cíl popsat a evaluovat status OSVČ jako jedno z řešení nezaměstnanosti. K tomu je použito i dvou teoretických východisek a to teorie racionální volby a prospektové teorie. Použitými metodami jsou analýza nákladů a přínosů (cost-benefit analysis) a dotazníkové šetření s následnou analýzou dat. Dle výsledků propočtu se v práci dospělo k hodnocení současné právní úpravy a nastavení výše plateb a jejich výpočtu, jako nevýhodné pro stát z ekonomického hlediska a to především v oblasti důchodového pojištění, Avšak, díky menší péči státu o OSVČ, bylo odhaleno i jisté množství úspor, které státu šetří nemalé prostředky. Ani ty však nedokážou pokrýt rozdíl mezi potencionálními příjmy a těmi reálnými. This thesis focuses on the dilemma of self-employment. It tries to explore the relationship between self-employed people and public finances in general. The goal itself is an analysis of the relationship between public budgets and payments of the self-employed. But for more the thesis adds calculations of two hypothetic models of regulation and deregulation. Secondary goal is an evaluation of a self- employment status as solution for unemployment. Rational choice theory and prospect theory are also used along the way. As methods of research, the cost-benefit analysis and questionnaire survey was used. According to the outcomes of calculations etc. the result seems to be negative in economic way for current setup of payments with dominant loss of potential financial resources in retirement funds. Nevertheless, a number of savings also takes place. But even mentioned savings can't cover the discrepancy between potential incomes and real ones.
