[cze][eng] Bakalářská práce "Předseda dolní komory britského parlamentu" je koncipována jako jednopřípadová studie významného aktéra politického systému Spojeného království a zároveň nejvyšší autority britského parlamentu - speakera House of Commons. V rovině deskriptivní se práce zaměřuje na speakerovy pravomoci a povinnosti, stejně jako na objasnění některých specifických aspektů, mezi které patří zejména speakerova nadstranickost a neutralita. V rovině analytické jsou pak mimo jiné zkoumány dopady reforem a historických precedentů na současnou podobu úřadu. Obsáhle se práce věnuje i procesu volby speakera, která je v mnoha ohledech silně spjata s tradičním a zvykovým právem. Práce průběžně odkazuje na konkrétní příklady z praxe, díky kterým je možné posoudit, jak jsou často velmi obecná pravidla ve skutečnosti aplikována. V neposlední řadě je zkoumáno, jak je v praxi řešena kolize mezi výkonem mandátu poslance a nadstranického speakera. Práce se rovněž zabývá problematikou odvolatelnosti speakera a jeho politické aktivity po ukončení mandátu. Vzhledem ke skutečnosti, že kromě několika málo britských publikací (o české literatuře nemluvě) nebylo toto téma doposud komplexněji zpracováno, je základním cílem této práce odpovědět na to, kdo je to speaker.Bachelor thesis "Speaker of the House of Commons" is developed as a case study of the important actor of the British political system and the highest authority of the UK's parliament - the Speaker of the House of Commons. In descriptive terms, the thesis is focused on speaker's competences and duties as well as on explanation of many specific aspects like speaker's impartiality. Impacts of reforms and historical precedents on a contemporary set-up of the speakership are examined in analytic terms. The work is extensive focused on speaker's election which is deeply connected with tradition and common law. The thesis continuously refers to empirical reality in order to explain how general rules are applied in practice. Last but not least, the work examined a collision between the office of MP (Member of the Parliament) and the office of the Speaker. The thesis is also focused on whether the Speaker can be recalled and what is speaker's political activity after leaving office. Due to lack of publications that comprehensively refer to this topic (not to mention Czech literature), fundamental aim of the bachelor thesis is to explain who the Speaker is.
