Tato studie má za cíl zodpovědět otázku do jaké míry představují progresivní trendy inkluzivně-participativního městského rozvoje, postavené na principu organického vnímání města-společnosti, z pohledu konceptu lidské bezpečnosti variantu levnější, účinné a dlouhodobé prevence proti násilí ve srovnání se spíše tradiční kontrolní a represivní reakcí pomocí bezpečnostních složek a jsou-li univerzálně aplikovatelné. Jakým směrem se bude ubírat politika městského rozvoje, případně budování městské infrastruktury, má schopnost ovlivňovat bezpečnost a kvalitu života nadpoloviční většiny světové populace prakticky každý den. Nehledě na to jestli a jak jsou připraveny národní armády, jestli a kde dokáže získávat stát základní energetické suroviny či jak je stát připraven čelit případnému teroristickému útoku. Použité příklady průlomové transformace společnosti, fyzického prostoru a bezpečnosti Bogoty za starostů Mockuse a Penalosy spolu s přenastavením rozvojových strategií New York City na základě reflexe globálně se šířícího diskurzu urbanismu lidského měřítka a lidské bezpečnosti ve městech za starosty Bloomberga ukazují, že při snaze o zvyšování celkové kvality života a minimalizace bezpečnostních hrozeb, které ohrožují obyvatele měst a města jako celek, je fyzická transformace prostoru za použití... The aim of this research paper is to answer the question: to what measure, from the perspective of the human security concept, do the progressive participatory- inclusive trends of urban development, built on the principle of organic thinking about city-society, represent a cheaper, efficient and long-term preventive strategies to counter violence and insecurity compared to rather traditional control-repressive reaction using security forces and whether they are universally applicable. The direction where the urban development agenda, eventually infrastructure building, will evolve has the capacity to influence everyday security and quality of life of more than half of the global population. No matter if and how the national armies are prepared, if and where can the state allocate basic energetic resources or how is the state ready to face eventual terrorist attack.
