Rakousko se na počátku šedesátých let ocitlo v situaci, kdy v důsledku tzv. hospodářského zázraku počalo pátrat po možnostech, jak se vyrovnat s nedostatkem pracovní síly, který hrozil zbrzdit tolik ceněný hospodářský růst. Problém byl řešen zavedením řízené pracovní migrace, založené na tzv. rotačním principu. Ten měl zajistit funkci cizinců jako flexibilní rezervy pracovní síly pro období konjunktury a jistotu jejich návratu domů v případě hospodářské recese. Po ukončení programu v roce 1974 se však většina "gastarbeiterů" nevrátila domů, ale zůstala v Rakousku natrvalo. Tím ovšem byla popřena základní idea celého programu, který tak nesplnil svou funkci. "Gastarbeiterství" reprezentující imigraci bez integrace, se stalo kontroverzním pojmem. I přesto byl v Rakousku mezi lety 2002 a 2011 aplikován podobný model tzv. sezónního zaměstnávání. Cílem této práce je proto provést komparaci obou období takovým způsobem, aby bylo zřejmé, zda se skutečně jednalo o dva srovnatelné jevy a zda došlo k využití historické zkušenosti. Diachronní charakter komparace a související komplexnost problematiky je zohledněna významným podílem věnovaným analýze kontextu, v němž byly oba programy realizovány. V práci je tak diskutován i nejvýznamnější vnější faktor druhého období, kterým byl vliv Evropské unie na tvorbu... In the beginning of 1960s, as a result of the "economic miracle," Austria had to face an increasing labour shortage that threatened the so appreciated economic growth. The problem was solved by means of a regulated labour migration programme based on the so- called rotation principle. The programme aimed to ensure foreign workers' role as a flexible labour force for times of economic boom while securing their return back to their homelands in times of economic downturn. After the programme was abruptly ended in 1974, a majority of "guest workers" instead of returning home settled down in Austria. This however undermined the core idea of the programme and it became dysfunctional. The "Gastarbeiter programme", which represented a policy of immigration without integration, thus became a highly controversial topic. In spite of that fact, a similar policy for seasonal workers was implemented in Austria between 2002 and 2011. The main goal of the thesis is to analyse both the periods, ascertain whether these represent comparable phenomena and explore the transfer of historical experience. Due to the diachronic relation of the two periods, significant attention is paid to the contexts within which both the policies have been implemented.
