Shrnutí Předkládaná diplomová práce pojednává o povinných subjektech dle platné právní úpravy, zabývá jejich legislativním vývojem i aktuálním vymezením v zákoně o svobodném přístupu k informacím. Práce dále přináší ucelený náhled na aktuální problémy vyplývající z aplikační praxe, a to především z pohledu nauky a odborné literatury. Oblast povinných subjektů je zvláště v poslední době častým předmětem rozhodovací praxe soudů ve správním a ústavním soudnictví, které svou rozhodovací činností množinu povinných subjektů dále rozšiřují. Na některých místech autor přináší vlastní návrhy pro řešení nastolených problémů, které souvisejí s platným legislativním stavem. Povinným subjektem, je takový subjekt, který má podle zákona o svobodném přístupu k informacím povinnost poskytovat informace vztahující se ke své působnosti. Platná právní úprava rozlišuje čtyři okruhy (skupiny) povinných subjektů. Jedná se o státní orgány, územní samosprávné celky a jejich orgány, veřejné instituce a subjekty, kterým zákon svěřil rozhodování o právech, právem chráněných zájmech a povinnostech fyzických osob a právnických osob v oblasti veřejné správy, a to pouze v rozsahu této jejich rozhodovací činnosti. Povinné subjekty se tedy člení do okruhů, přičemž každý okruh sdružuje povinné subjekty, které disponují charakteristickými... Presented thesis called "Obliged entities according to The Act on Free Acces to Information" deals with obliged entities in compliance with current legislation, also with legislative development and with current specification in The Act on Free Access to Information. This thesis brings comprehensive view of current problems which arise from practice, primarily from point of view of legal science and specialized literature. Field of obliged entities is especially recently the frequent subject of decision-making practice, which is executed by the constitutional and administrative justice. Mentioned courts spread the number of obliged entities by their judicial working. Author of this thesis tries to present his own solutions of problems, which are related to current legal regulations. Obliged entities are those which have an obligation to provide informatik related to their activities in compliance with The Act on Free Access to Information. The Act on Free Access to Information enumerates four circles of obliged entities. These entities are state authorities, communal authorities and their bodies, public institutions and subjects to whom the law has entrusted deciding about legal matters, legally protected interests or duties of natural persons or legal entities in the area of public administration,...
