[cze][eng] - čj Nadměrný hluk zaujímá v řadě faktorů ohrožující naše životní prostředí stále důležitější místo. Nemusí dosahovat ani mimořádně vysokých hladin, a přesto negativně působí na psychickou výkonnost, narušuje duševní pohodu, ovlivňuje kvalitu spánku nebo způsobuje rozmrzelost tím, že člověk je nucen vnímat nechtěné zvuky. Nejvýznamnějším a územně nejrozšířenějším zdrojem hluku je doprava. Největší podíl na celkové hlučnosti v ČR má automobilová doprava, menší podíl na zátěži představuje hluk ze železniční a letecké dopravy. Předmětem mé diplomové práce je ochrana před hlukem, především v mimopracovním prostředí, který je v současnosti považován za velmi významný zdroj ohrožení lidského zdraví a příznivého životního prostředí. Úvodní kapitola č. 2 obsahuje věcné vymezení základních pojmů - zvuk, hluk, emise a imise hluku, vibrace, dále uvádí negativní účinky hluku na lidské zdraví a navrhuje možná opatření ke snížení hlukové zátěže. Kapitola č. 3 je věnována evropské právní úpravě ochrany před hlukem a vibracemi. Nejprve stručně pojednává o procesu evropské integrace, hlavních cílech a orgánech EU. Dále vymezuje prameny unijního práva a hlavní cíle a principy evropské politiky životního prostředí. It does not even reach extremely high levels, yet a negative effect on mental performance, impairs mental well-being affects the quality of sleep, or cause annoyance, because a person is forced to perceive unwanted sounds. The most important and geographically most widespread source of noise is traffic. The largest share of the total noise in the Czech Republic has the vehicular traffic, the smaller share of the load is noise from rail and air transportation. The subject of my thesis is the protection against noise, especially in outside - employment environment, which is currently considered as a very significant source of danger to human health and environment. Introductory chapter no. 2 contains the substance of the basic concepts - sound, noise, emissions and pollution of noise, vibration, further indicates the negative effects of noise on human health and suggests possible measures to reduce noise. Chapter no. 3 is devoted to European legislation, protection against noise and vibration. First, briefly discusses the process of European integration, the main objectives and EU institutions.
