Příjmy rozpočtu Evropské unie Abstrakt Existence vlastního rozpočtu je prvním předpokladem k tomu, aby se Evropská unie stala svébytnou nadnárodní organizací, která je schopna se samostatně rozhodovat, realizovat své politiky a zabezpečit chod vlastních orgánů a institucí. V dnešní podobě s 27 členskými státy se EU stala jedním z nejvýznamnějších integračních uskupení světa, které je plnohodnotným protipólem ve vztahu k velmocem jako USA, Rusko, nebo Čína. Příjmová stránka rozpočtu je určujícím prvkem pro hospodaření všech subjektů, ať již států, obcí, krajů, nebo nadnárodních organizací. Objem příjmů je při dodržení zásady vyrovnanosti rozpočtu limitem výdajů. Předmětem této práce je analýza systému příjmové stránky rozpočtu Evropské unie, její hodnocení a hledání nových cest a možností v oblasti vlastních zdrojů rozpočtu EU. Systém vlastních zdrojů Evropské unie je založen na čtyřech základních pramenech. Prvním z nich jsou tzv. tradiční vlastní zdroje, které v sobě spojují dva z pramenů, a to dávky a ostatní poplatky stanovené v rámci společné organizace trhu s cukrem a cla. Třetím pramenem je zdroj založený na DPH a výčet uzavírá zdroj čtvrtý, příspěvek z podílu na HND. Kromě čtyř základních pramenů zde existuje velmi rozmanitý koš tzv. ostatních příjmů, který má charakter zbytkové kategorie. V současné... Budget revenues of the European Union Resumé (english) The existence of own budget is the first prerequisite to the European Union to become peculiar multinational organization that is able to independently decide and implement their policies and secure running of their institutions. In the present form of 27 Member States the EU has become one of the most important integration groupings of the world which is full counterpart in relation to powers such as USA, Russia or China. The revenue side of the budget is the determining factor in all economic actors, whether states, communities, regions or supranational organizations. The volume of revenues is while respecting the principle of balanced budget a limit of expenditures. The subject of this paper is an analysis of the budget revenues of the European Union, its assessment and finding new ways and possibilities in the EU budget own resources. The own resources of the European Union is founded on four basic sources. The first is the so-called traditional own resources, which combine two of the sources. The first is benefits and other fees under the common market organization for sugar and the second source are duties.
