Práce mapuje volební systémy první Československé republiky a České republiky mezi léty 1989 a 1998. Snaží se ukázat jejich specifika a dopady. Je zajímavé sledovat, jaký vliv může mít změna třeba jen jedné z proměnných volebního systému. Například uzavírací klauzule, která byla po roce 1989 nastavena na hranici 5% a která dokáže výrazně proměnit složení voleného orgánu, což je nejviditelnější právě ve srovnání se systémem první republiky, kde žádné takové omezení neexistovalo. V první části se práce nejprve věnuje poměrným volebním systémům obecně, protože právě oba zkoumané systémy byly poměrné. V další části práce se lze seznámit se zkoumanými systémy a jejich konkrétním nastavením proměnných, na jejichž základě jsou pak tyto systémy porovnávány. Nejdůležitější částí práce pak je kapitola o vlivu volebních systémů na stranický systém. Práce vychází z teoretického rámce Giovanni Sartoriho a využívá ke zkoumání také indexy proporcionality, fragmentace a efektivního počtu stran. Výsledkem zkoumání je poznání, v čem si jsou tyto volební systémy podobné a naopak v čem se vzájemně liší a jaké mají tyto odlišnosti dopady na stranický systém a také na chování voličů, protože nastavení volebního systému může ovlivnit nejen stranický systém, ale právě i voliče při jeho volbě. The thesis presents voting systems of the First Czechoslovak Republic and the Czech Republic between 1989 and 1998. It tries to show their characteristics and effects. It's very interesting to see what effect it may have, when we change only one of variables of the voting system. For example, the Election treshold, which was set to 5% for the election to the Czech National Council and can significantly change the composition of the Czech National Council. It is most visible in the comparison with the system of the First Republic, where no such restrictions exist. The thesis deals firstly with proportional voting system in the first part, because both analyzed systems were proportional. In the next section we can read something about the researched systems and their specific setting of variables. On these basis the systems are then compared. The most important part of this thesis is the chapter about the effects of the voting systems on a party system. The thesis is based on the theoretical framework by Giovanni Sartori and used to examine the indexes of proportionality and of fragmentation. The result of research is to understand what the systems are similar and different in and the effects on a party system and on the behavior of voters.
