Bakalářská práce "Limity kooperativního federalismu: Role federální vlády a jednotlivých států v imigrační politice USA" pojednává o rozdělení pravomocí mezi federální vládu a státy v oblasti imigrační politiky Spojených států. Práce nejdříve detailně popisuje zvláštnosti amerického federálního systému a jeho dvě hlavní koncepce: duální a kooperativní federalismus. Dále se podrobně věnuje imigrační politice, což je jedna z oblastí, ve které je tradičně uplatňován model duálního federalismu. Základní teze práce tkví v tvrzení, že federální vláda nedokáže efektivně řešit všechny problémy spojené s legální a nelegální imigrací, a že je proto nezbytné přijmout reformu imigrační politiky založené na principech kooperativního federalismu. Pouze větší zapojení států do vytváření a prosazování imigrační politiky může přispět k zlepšení situace. Přijetí takové reformy je však nyní z mnoha důvodů značně obtížné - tato práce se pokouší objasnit proč a zároveň nabídnout možná východiska ze současné situace. The bachelor thesis "Limits of Cooperative Federalism: Role of Federal Government and Individual States in the United States Immigration Policy" examines the separation of powers between the federal government and individual states of the United States immigration policy. The onset describes the particular characteristics of American federal system and its two main concepts: dual and cooperative federalism. It then addresses the issue of immigration policy which is traditionally one of the areas in which the principles of dual federalism are applied. The paper aims to show, that the federal government is not capable of effectively solving the problems arising both form legal and illegal immigration and that it is therefore necessary to adopt an immigration reform based on the principles of cooperative federalism. Only better cooperation between both levels of government (federal and state) can help to solve the issue. Adoption of such a reform is however currently highly difficult - this paper strives to explain why and propose possible solution.
