Předložená bakalářská práce se zabývá analýzou ústavně politického uspořádání federativního Belgického království z pohledu požadavků a představ vlámské komunity. Text nejprve přibližuje vývoj, trendy a vybrané historické determinanty postavení vlámské pospolitosti v prostředí belgického státu. Soustředí se potom zejména na zachycení a identifikaci relevantních požadavků vlámského hnutí, které pramení z jazykového a kulturního kontextu belgické reality, postupně se ale objevila rovněž jejich ekonomicko-politická rovina. Práce dále blíže nahlíží samotný dynamický proces ústavní transformace původně unitárního politického systému ve výsledné federální uspořádání. Pozornost je věnována decentralizačním (devolučním) ústavním reformám prováděným od počátku sedmdesátých let dvacátého století, jejich završení ve formě definitivní federalizace státu v roce 1993 a následným revizím. Analyzuje také vlastní charakter institucionálního prostředí a možnosti realizace jednotlivých (jazykových) skupin v jeho rámci prostřednictvím specifických politických mechanismů a institucí. V závěru se tento příspěvek zaměřuje na dva okruhy problémů, jejichž současný stav nevyhovuje především zástupcům vlámské komunity, kteří žádají jejich hlubší revizi. Jedná se o komplikovanou otázku hlavního města Bruselu a problematiku... The present work deals with an analysis of a political and constitutional organization of the federal Kingdom of Belgium from the Flemish point of view. Firstly, this text focuses on developments, trends and selected determinants of the historical position of the Flemish community in the framework of the Belgian state. It is mainly devoted to capture and identify several relevant requirements of the Flemish movement which have risen of the language and cultural context of the Belgian reality. Gradually, their economical and political plane has been found. Furthermore, the work looks closer to the dynamic process of the institutional transformation of the original unitary political system resulting in the federal arrangement. The attention is paid to the decentralization (devolutionary) constitutional reforms starting in the seventies of the twentieth century which were definitely completed by the federalization of the country in 1993 and subsequent revisions. The text also analyzes the character of the institutional environment and the various positions of (language) groups within it. Finally, this contribution introduces two areas of specific problems which are viewed negatively from the Flemish point of view and for this reason Flemings loudly ask for reviews, i. e. the question of the capital...
