Práce podává informaci o systému čerpání finančních prostředků ze Strukturálních fondů EU na přelomu dvou programových období. Teoretická část stručně popisuje systém čerpání na úrovni České republiky a následně na úrovni Pardubického kraje. Přibližuje očekávané změny v systému čerpání finančních prostředků v programovém období 2007 - 2013 oproti období let 2004 - 2006. Tento teoretický základ je důležitý pro porozumění souvislostem praktické části. Praktická část práce popisuje současný stav řízení projektů financovaných z EU na úrovni Pardubického kraje. Zaměřuje se na identifikaci jeho silných a slabých míst a na základě zjištění, která vyplynou z kvalitativního šetření (metoda focus group), podává návrh pro zahájení procesu změny. This work provides information about the system of drawing financial means from EU structural funds at the turning point of two program periods. The theoretical part briefly describes the system of drawing financial means on the level of Czech Republic and subsequently on the level of Pardubice region. It projects the expected changes in the system of drawing financial means in the program period 2007- 2013 in comparison with the years 2004-2006. This theoretical fundament is important for understanding the continuity in the practical part. The practical part of the work describes the current situation in managing the projects financed from EU funds on the level of Pardubice region. It's main focus is the identification of strong and weak spots. Based on the findings of a qualitative research (focus group method) it provides a proposal for engaging the change process.
